U. S. Nuclear Regulatory Comissicn Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137 Attention: Mr. J. G. Keppler Regional Administrator RE:
WM. H. ZIMMER NUCLEAR POWER STATION UNIT-1 10CFR50.55(e) - Item M-50, DOCKET N0. 50-358, CONSTRUCTION PERMIT NO. CPPR-88, W.0. 57300, JOB E-5590, FILE N0.
NRC-8 Gentlemen:
This letter constitutes an interim report concerning the subject condition initially reported to the Commission as a potentially report-able deficiency under 10CFR50.55(e).
As stated in our previous interim report, QA-1816, dated June 14, 1982, this item was originally identified in CC&E's investigation of findings cited in I.E. Inspection Report 81-27. This investigation revealed that weld surface irregularities detected in radiographic review of welds in the "as-welded" condition may mask rejectable indi-cations. The initial review of a random sample totaling 363 radiographs noted that approximately two-thirds were shot in the "as-welded" condition.
Of that two-thirds, surface irregularities in seventy-three (73) welds were identified that may mask rejectable indications.
To date, seven (7) welds have been found to have rejectable indications which were masked by inadequate surface preparation. On the basis of these preliminary results, CG&E has determined that this condition is reportable under 10CFR50.55(e).
The item has been identified on CG&E CAR 82-03 for tracking of corrective action.
All piping field weld radiographs will be reviewed for proper surface condition by a qualified film reviewer. Where required, weld surfaces will be ground and the welds re-radiographed.
In addition, all site film reviewers will be trained to the requirements of Paragraph 26 6 8207300362 820723

o Mr. J. G. Keppler Region III QA-1873 July 23,1982 Page #2 IX3331 of the ASME Boiler and Pressure Vessel Code Section III.
It is anticipated that the review and any necessary corrective actions will be completed by December 31, 1982, at which time a final report will-be submitted.
We trust the above will be found acceptable as an interim report under10CFR50.55(e).
Very truly yours, THE CINCINNATI GAS & ELECTRIC COMPANY E. A. Borgmann Senior Vice-President i
