C311-94-2016 I. TECHNICAL SPECIFICATION CHANGE REQUEST (TSCR) NO. 239 GPUN requests the following changed replacement page be inserted into the existing Technical Specifications:

Revised page 6-18 II. REASON FOR CHANGE The change, which is administrative in nature, is being made to make the due date for the TMI-l annual radioactive effluent release report consistent with the due date for the TMI-2 annual radioactive effluent release report.

The current Technical Specification 6.9.4.1 requires the TMI-1 annual radioactive effluent release report be submitted within 60 days after January 1 of each year. TMI-2 PDMS Technical Specifications require the annual radioactive effluent release report for the previous year be submitted prior to May 1 of each year. Changing the TMI-1 due date to prior to May I will enable GPUN to combine the reports for TMI-1 and TMI-2 into a single report with a common due date.  ;

III. SAFETY EVALUATION JUSTIFYING CHANGE Changing the due date for annual radioactive effluent release report from March 1 to April 30 has no impact on plant operations or effluents.

The change is administrative and is intended to establish a single due date for the TMI-1 and THI-2 annual radioactive effluent release reports. The change does not involve an unreviewed safety question, as defined in 10 CFR 50.59 because:

The change will not increase the probability of occurrence or consequences of an accident or malfunction of equipment important to safety previously evaluated in the safety analysis report. The change is administrative and has no impact on plant operations, equipment, effluents or effluent monitoring.

The change will not create the possibility for a accident or malfunction of a different type than any previously evaluated in the safety analysis report. The change has no impact on plant operations or effluents.

Therefore the change will not create the possibility for an accident or malfunction of a different type than any previously evaluated in the i safety analysis report.

The change will not reduce the margin of safety as defined in the basis for any technical specification for TMI-1. There is no specified margin of safety in regards to the due date for the annual radioactive effluent report.

C311-94-2016 IV. NO SIGNIFICANT HAZARDS CONSIDERATION GPUN has determined that Technical Specification Change Request NO. 239 involves no significant hazards consideration as defined in 10 CFR 50.92.

1. Submission of the annual radioactive effluent release report on or before April 30 each year in accordance with the change, as compared to the current requirement of March 1, does not involve a significant increase in the probability of occurrence or the consequences of an accident previously evaluated. The date on which the report is due has no impact on plant operations or ef fluents. It does not change the control of plant activities or the monitoring of plant effluents.
2. Operation of TMI-l in accordance with the proposed amendment will not create the possibility of a new or different kind of accident from any accident previously evaluated. The proposed amendment has no impact on plant operations, plant effluents or the control of plant operations or effluents. Therefore, there is no potential to create a new or different kind of accident.
3. Oper=+ ion of TMI-l in accordance with the proposed amendment does not involve a significant reduction in a margin of safety. There is no specified margin of safety in regards to the due date for the annual radioactive effluent release report.

V. IMPLEMENTATION 4 GPUN requests the amendment authorizing TSCR No. 239 be effective upon issuance.
