Subject:
Beaver Valley Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 Updated Inservice Testing Program, Issue 2, Revision 11 The purpose of this submittal is to provide the Nuclear Regulatory Commission (NRC) with an informational copy of revisions to the Beaver Valley Power Station Unit 1 (BVPS-1) Inservice Testing (IST) Program and to clarify the time interval for the IST Program.
Enclosure 1
provides a summary of the IST program chan,es which have bee: '1corporated into Revision 11.
Enclosure 2
is Issue 2,
Revision 11 of the BVPS-1 IST Program.
It has been determined that the IST program changes do not require NRC approval prior to implementation.
This determination was made i
because all of the changes are either:
j editorial in nature, or in compliance with the 1982 Edition through Summer 1983 Addenda of the ASME XI Code, or in compliance with the positions delineated in Attachment 1 of Generic Letter No.
89-04,
" Guidance on Developing Acceptable Inservice Testing Programs" On September 13, 1993, the NRC granted relief from certain ASME Ccde requirements (TAC No. M84412).
The Safety Evaluation stated in Section 2.0, Background, that the " Beaver Valley Power Station, Unit I
1, IST Program covers the se, and 10-year interval which commenced on October 1,
1986, and ends September 30, 1996.'
However, on April 28,
- 1986, the NRC granted an extension to the first 10-year interval such that the first interval ended on September 9.0, 1987 (TAC No. 60624).
Based on thic NRC approval, the second 10-year interval would end on September 19, 1997.
The current schedule is for the second interval to end September 19,
- 1997, and for the third 10-year interval to cover the period from September 20, 1997, through September 19, 2007.

A) AMM Relief Request No.
11 to the " Pump Relief Request Section" to allw the use of a pump performance curve for the Ccruponent Coolirg Water pumps.
(pages 53 and 54)
B) Added the seven NRC-rm-srled " Guidelines for the Use and Development s
of Pump Curves" to the " Pump Testirq Requirenents Section". (page 4)
C) Added reference to Relief Request No. 11 to the Pump Outline Sheets for the CtInponent Cboling Water pumps.
(pages 26, 27 and 28) i II) The followirq charges made to the Unit 1 IST Pr%tma are in accordance with the ASME XI Code and Generic letter 89-04:
A) The Alternate Tbst method of Relief Request No. 20 for the accumulator discharge check valves,
[ISI-48, 49, 50, 51, 52, 53], was revised to delete reference to a non-intrusive test. The non-intrusive test was utilized duriry the first performance of the C or Ft. Calhoun test method during 9R to validate the method. It was not intended that a y
non-intrusive test be utilized in subsequent cutages.
The NRC i miM a letter on 2/8/93 granting approval to use the C test method.
The NRC stated, "When the final evaluation of the testing y
performed at Ft.
Calhoun Station is complete, the NRC will inform DIf if any changes in the testing, such as the use of nonintrusive techniques, are required for Code cx:rapliance." The NRC imiM a SER to Et.
Calhoun Nuclear Station concerniry their test method for the accumulator discharge check valves on 10/1/93. The NRC approved the test method but made a few rre_,
riations. Concerning non-intrusive s
- testing, "It is suggested that the use of non-intrusive ronitorirg be considered for confirmation of test results, at least occasionally."
Therefore deleting the reference that implies a non-intrusive test will be performed every time the C the NRC unde.% of this test method. test is performed is consistent with y
