Licensee Event Report 90-502-00 Gentlemen:

The purpose of this letter is to advise the NRC of a revision to a commitment made in Licensee Event Report (LER) 90-S02-00, contained within the Reference.

LER 90-S02-00 discussed an incident where.a visitor was left unescorted inside containment for approximately two hours during Refueling Outage IV.

Procedure ADM 01-075, " Escort of Individuals Within the~ Protected Area," was temporarily revised to require that Security be notified prior to transfer of escorts until the completion of Refueling Outage IV.

A review was performed after Refueling Outage IV to determine if any permanent changes were required.

At this time it was decided to incorporate the temporary change into ADM 01-075 as a permanent change.

Further evaluations have resulted in a subsequent revision.

Prior to entry into the protected area, an escort responsibility form is issued to escorts for each visitor.

ADM 01-075 was revised on January 24, 1994, to require the person assuming escort responsibilities to sign and date the escort responsibility form in place of contacting Security.

This change maintains the existing level of personnel cognizance and reduces burden to both Security and escorts.
