SNRC-738 Mr. Harold R. Denton, Director Office of Nuclear Regulatory Regulation U.S. Nuclear Regulatory Commission Washington, D.C. 20555 Safety Evaluation Report Issues I.C.7 and I.C.8 Emergency, Low Power Test, and Power Ascension Test Procedures Shoreham Nuclear Power Station - Unit 1 Docket No. 50-322

Dear Mr. Denton:

The purpose of this letter is to advise you that the Shoreham Emergency Procedures developed from the BWR Owners' Group Emergency Procedure Guidelines (EPGs) have been reviewed by the vendor, General Electric, and their comments have been incorporated, as appropriate, into these procedures. In addition, Shoreham plant specific data and graphs have also been incorporated.

These procedures are presently available for review at the Shoreham site. A copy of these revised procedures will be forwarded to you after they have been formally approved by the Review of Operations Committee (ROC). ROC approval is anticipated by the first week of August.

Vendor review of the low power and power ascension test program is an ongoing task and is accomplished by having the Site Operations Manager of the General Electric Co., the nuclear steam supply system vendor, review and approve the procedures for this program. His approval is required by the station procedure administering the Startup Testing Program prior to the release for performance of any NSSS startup test procedure.

It is LILCO's understanding that, by means of the information contained herein, and with submittal of the ROC approved emergency procedures the first week of August, LILCO will have fulfilled its commitments with regard to Issues I.C.7 and I.C.8.
