Unit 1 Docket No. 50-322 Ref: Letter from NRC (A. Schwencer) to LILCO (M. S. Pollock) dated 6/1/82

Dear Mr. Denton:

Attached are sixty (60) copies of LILCO's response to NRC re-quests for additional information on the environmental qualifi-cation of mechanical equipment. This consists of LILCO's responses to NRC Questions 270.1 and 270.2 which were forwarded to LILCO via the referenced letter.

As stated in the attachment, several typical components will be available at Shoreham for audit by the NRC staff by July 26, 1982.

t Please advise as to your plans for conducting this audit. Should you have any questions, please contact this office.

Very truly yours,

. u .

SHOREHAM NUCLEAR POWER STATION ENVIRONMENTAL QUALIFICATION OF MECHANICAL EQUIPMENT RESPONSE TO NRC Safety related mechanical equipment has been designed, specified and procured to accommodate the effects of, and to be compatible with the environmental conditions associated with, normal operation, maintenance, testing and, where applicable, postulated accidents including loss-of-coolant accidents.

The procurement of appropriately specified and qualified mechanical equipment is part of the overall procurement program for the Shoreham Nuclear Power Station. Mechanical equipment specifications were based on the environmental conditions included in section 3.11 of the FSAR. The quality assurance program for the Shoreham Nuclear Power Station assures that this equipment is procured in accordance with specification requirements.

270.1 a. The above program includes safety related mechanical components in the systems identified in the " Environmental Qualification Report for Class lE Equipment for Shoreham Nuclear Power Station -

Unit 1" Revision 2, May, 1982 (the Equipment Environmental Qualification Report, submitted by LILCO letter SNRC-704 dated 5/17/82.

b. The parameters specified in section 3.11 of the PSAR were those parameters used in the specification and procurement of the applicable mechanical equipment.

A principal difference between the environmental parameters given in the FSAR and those in the Equipment Environmental Qualification Report is the higher postulated radiation exposures in the latter which are based on the post TMI NUREG-0737.

These radiation levels are specifically designated for use in the Shoreham electrical equipment qualification evaluation program.

Mechanical equipment has not generally demonstrated the sensitivity to radiation exposure that electrical components have. The metallic portions of equipment are particularly resistant to gamma and beta radiation. Non-metallic parts of mechanical equipment, while more sensitive to radiation, are generally utilized in tho equipment in such a manner that the degradation af mechanical properties will not substantially affect the required active safety function of the component.

7/22/82

Although we are confident in the ability of mechanical equipment to perform required safety functions, a review of mechanical equipment qualification with respect to the higher radiation exposures included in the Equipment Environmental Qualification Report has been initiated, as discussed in "c" below.

c. As stated above, safety-related mechanical equipment was generally procured based on the environmental parameters included in section 3.11 of the FSAR and is currently being reviewed with respect to the higher radiation exposures of the Equipment Environmental Qualification Report.

This review consists of the identification and evaluation of non-metallic components of mechanical equipment which is located in potentially harsh environments (as defined in the Equipment Environmental Qualification Report) and is required to- perform active safety functions.

The methodology of the review is to compare the postulated radiation exposure of this equipment to published data on material resistance to radiation, and to evaluate the results of this comparison on the performance of the safety function.

270.2 The mechanical equipment qualification review has progressed sufficiently so that the documentation for several typical components will be available for audit by the NRC staff as requested, by July 26, 1982.

In the mild environment, safety-related mechanical equipment is subjected to a maintenance and surveillance program to ensure operability. The testing and surveillance of this equipment will be in accordance with ASME Section XI and the plant Technical Specifications. Additional information concerning the Shoreham surveillance and maintenance programs is provided in Section 5 of the Equipment Environmental Qualification Report. ,
