Waterford 3 SES Docket No. 50-382 License No. NPF-38 Emergency P1an Gentlemen: Inclosed is a copy of Revision 19, of the Waterford 3 Emergency Plan which is submitted in accordance with 10CFR50.54(q). This submittal is provided under affidavit per requirements of 10CFR50. The c.hanges to the Waterford Emergency Plan made by Revision 19 do not decrease the effectiveness of the plan. Furthermore, the plan, as revised and changed, continues to meet the standards of 10CFR50.47 (b) and the requirements of Appendix E to 10CFR50. Attached is a summary of Revis;on 19. Please note that page 1-11 of the Emegency han contains a radio frequency which is considered personal informatior. The single page with the personal information is attached; it is requested 'I.3t this information be withheld from the public pursuant to 10CFR2.790. OF REVISION GENERAL: This revision of the Emergency Plan incorporates the emergency preparedness program changes necessary to implement the revised 10CFR20 requirement, and EPA 400 guidance. SECTION 1: 1. Added definition for Committed Dose Equivalent (CDE) 2. Added definition for Committed Effective Dose Equivalent (CEDE). 3. Corrected footnote reference for Emergency Operations Center (E0C). 4. Revised High Radiation Area definition to reflect new 10CFR20 definition. 5. Nk e de term "whole body" from the Plume Exposure Pathway cen nition. 6. Deleted footnote 7 from definition of Protective Action Guides. 7. Revised Radiation Area definition to reflect new 10CFR20 definition. 8. Added definition for Total Effective Dose Equivalent (TEDE). 9. Added definition for Very High Radiation Area. 10. WATERFORD 3 SES EMERGENCY PLAN I 5.3.5.3 Medical Comunications i Emergency medical comunications between the i support hospitals (Ochsner and West Jefferson Medical Center) and the ambulance services (St. Charles Hospital Emergency Medical Service and/or West Jefferson Medical Center's Air Care helicopter and/or Ochsner Foundation Hospital's Flight Care ~ helicopter) utilize the HEAR network radio system (regional hospital disaster Channel [ 6 *). 5.3.6 Support Hospital 5.3.6.1 Selection of Support Hospital l Depending upon the severity of injury / illness, the number of affected individuals, and the presence and degree of radiation contamination / t overexposure, the Waterford 3 Emergency Coordinator determines patient (s) destination. 5.3.6.2 Hospital Notifications Support hospitals receive prior notification of-patients being transported to their emergency departments for emergency medical care. Notification includes:- a. Number of patients; b. Number of radioactively contaminated / injured patients; c. Type / degree of radioactive contamination or overexposure; d. Assessment of injury / illness type and severity- { e. Method of emergency medical transportation to be utilized; and
