This is our reply to your request under subject inspection to l
provide specific actions planned, and/or taken, to ensure that.
future scenarios constitute an effective test of our emergency response program.

Actions Taken 1.
Self-Critique: Immediately following the emergency drill on November 4, 1993, a self-critique of the drill was held.
All participants were invited to comment.
The objective of the self-critique was to constructively identify problems, to seek.
solutions, to positively reinforce successful actions, to fully expound the scenario to those who had only limited roles, and to use the scenario as a tool for training.
The self-critique identified two self-improvement areas:
1.1 It was suggested that the scenario did not appear to have adequate depth, i.e.,
a sequential, unfolding basis.
It was noted that the scenario was developed and sent to'NRC thirty.. days in advance of the drill where it was accepted without further comment.
l 1.2 Junior staff noted that it would be useful as a training l
exercise to participate, as tag along in the drill.
Mr. Gooden l
acknowledged that it would not be a violation to take junior staff i
or students with senior staff during the implementation of the drill provided that students were clearly identified as students to the NRC inspectors, prior to the drill.

A meeting was held on January 14, 1994 with the Georgia Department of Natural Resources, Environmental Protection Division to coordinate a " tabletop" drill or exercise involving an event classified at the Alert Level.
A representative of the Georgia Emergency Management Authority participated.

Scenario Development: Literature References on scenario development have been obtained and reviewed.
They include:

3.2 University of Virginia Scenario, 17 Nov. 1992, Emergency Drill Scenario.
II.
Actions Planned 1.
Scenario Development:
After preparation of the 1994 Emergency Drill Scenario, the scenario will be submitted 30 days in advance to NRC.
A cover letter will specifically ask for a written reply as to adequacy and suggestions for improvement.
Anticipated completion date: Sept.
30, 1994.

Training of Controller:
We will be contacting Mr. Steve Ewald, a member of our Nuclear Safeguards Committee regarding requisite training for an assigned controller. We anticipate development of a one page check sheet of items that the controller should know regarding maintaining and controlling the scenario as developed.
Anticipated completion date:
One week prior to " Table-Top" scenario completion in 3 below.

Table-top Exercise Completion:
We have already had the first planning meeting for the " Table-Top" Scenario.
A second meeting between the NNRC director and a representative of Georgia Department of Natural Resources will be planned during the month of February to develop a scenario.

representatives from the Georgia Tech Police De#,)artment, Fire Department, F/AEMA, GEMA, GA DNR, and possibly Grady Hospital.
Anticipated completion dates.May 30, 1994.

1994 " ALERT" Level Dri'.1:
Based upon the aforement.ioned. actions,: an. " ALERT" _ level emergency drill scenario will be developed. Prior to the scenario, NRC Region II will have the opportunity to review the scenario.
The controller will be briefed on the scenario using the contro11er '
" check sheet".
The exercise will be completed by Nov. 30, 1994.
