  • PALISADES PLANT - RESPONSE TO IE INSPECTION REPORT 82 ADDITIONAL INFORMATION Consumers Power Company response dated June 2, 1982 to IE Inspection Report 50-255/82-03 provided the response and schedule for resolution of 23 deficiencies identified in the Palisades emergency preparedness exercise.

The purpose of this letter is to change the schedule commitments on four of the responses.

These schedule changes are a direct result of telephone conversations held with Mr W Grant and Mr C Faperiello of the NRC Re6 on III Staff. The i

item of deficiency, response and new schedule for completion of the four items of concern are as follows:

EMERGENCY FACILITIES, EQUIPMENT AND SUPPLIES b.

Item:

The Operations Support Center was poorly managed primarily due to inadequate facilities and equipment. The general noise level interfered with the OSC coordinator's ability to communicate. No status board was available for the OSC.

The PA system was barely audible in the OSC. Equipment controls for radios and radiation monitoring did not exist.

Contaminated instruments were brought into the OSC lunchroom.

Response

Problems with public address system audibility in the OSC have been resolved.

Other suggested improvements in OSC organization and equipment will be implemented via changes to Emergency Implementing Procedures and through Emergency Plan Training. Procedures and training will be revised by October 31, 1982.

Item:

Remote handling tools were not used for post-accident sample dilution of the primary coolant sample.

Respcnse:

Use of reccte handling tools for post-accident sm pling of the primary coolant system vill be incorporated into emergency implementing procedures and reviewed during emergency plan training. Procedures and training vill be revised within 90 days of the date of this letter.

(This item is to be assigned to the Plant Emergency Planner.)

Item:

Public address announcements relevant to critical changes in the energency status were not made in a timely manner and as a result of that OSC personnel were not kept informed relevant to changing conditions in the emergency. In general, the OSC coordinator procedure does not provide sufficient information in order for him to manage the OSC (ie, personnel exposure control, status updates, equipment controls, habitability monitoring, and personnel inventory for dispatching for emergency tasks).

Response

Appropriate use of the public address (PA) system to make plant-wide announcements vill be addressed in the exercise critique to be completed by June 15, 1982. Additionally, it is anticipated that scenarios for future exercises will provide sufficient input to the TSC staff to pro =pt greater use of the PA system in providing updates regarding emergency status. Procedures related to direction of the OSC will be revised to provide sufficient guidance to the OSC coordinator; revisions vill be made by October 31, 1982.

Interim EOF procedures have not been submitted to NRC in accordance with Appendix E to 10 CFR 50.
