Dear Mr. Seidle:

The purpose of this letter is to document the proposed modifications to the Wolf Creek Pipe Cleanliness Program as discussed with you and other Nuclear Regulatory Commission personnel during the July 23, 1982, meeting at the Region IV Offices. The program below will be initiated subsequent to your written approval to proceed.

The first program modification will renove the requirement for a Quality Control (QC) Inspector to be present each time a pipe cap or seal is applied, removed or replaced. The second modification will remove the requirement that all violations of cleanliness requirements found by Construction personnel during the erection process be documented and processed as a Nonconformance Report (NCR).

The Constructor's QC Inspectors will continue to inspect piping at the time of fit-up for cleanliness. Cleanliness violations identified at this point will continue to be documented and processed as an NCR.

Also, the Constructor's QC personnel rill make periodic random inspections of installed piping and of piping being installed to verify that cleanliness is maintained. Cleanliness violations identified during these inspections will also be documented and processed as an NCR.

The position of the Construction cleanliness monitor will be maintained.

The Construction cleanliness monitor and craf tsmen will have the authority to clean pipe prior to and during the erection process. Specifically, if loose or loosely adhering material which can readily be removed by vacuuming, blowing, wiping or brushing is found, the craf tsman may proceed to. lean the pipe without an NCR being initiated. Pipe cleanliness has been and will continue to be an important concern of the Wolf Creek Project.

I am confident that these modifications can be made without jeopardizing our program.

In addition to the Constructor's QC surveillance program, Kansas Gas and Electric Company will continue its surveillance of pipe cleanliness. If these changes reduce program effectiveness, necessary correction action will be taken to maintain pipe cleanliness at acceptable levels.
