ENCLOSURE: RESPONSE TO NRC QUESTION 130.28 Reference 1 requested information in the form of Question 130.28 concerning the ultimate containment capacities. Reference 2 provided our interim response. The enclosure to this letter provides our further response to Question 130.28, which will be incorporated into a future FSAR revision.
i The enclosed response to the question is a result of discussions with your staff (D Hood and J P Knight). Although we note that there is no licensing requirement for this analysis, the scope of the analysis and a schedule for completion is provided.
In addition a reasonably detailed evaluation of the i'
ultimate containment capacity has been computed by Structural Mechanics Associates (SMA) for the purpose of establishing containment fragility (this evaluation was based on the analysis that an FSAR criteria for design has been complied with). This evaluation shows that the ultimate capacity of the containment. is significantly larger than the design capacity and is in the same range as for other plants investigated by SMA.

1 ENCLOSURE Question 130.28 (3.8.1)
Perform and provide an analysis that determines the ultimate capacity of the containments. The pressure-retaining capacity of localized areas as well as of the overall containment structures should be determined.
The analysis should be made on the basis of as-built conditions and the allowable material strength specified in the Code. Ilowever, if the actual material properties such as concrete cylinder compressive strength, mill test results of reinforcing steel and liner plate, strength variations indicated by mill test certificates and other uncertainties are available, the lower and upper bounds of the containment capacity may be established statistically.
The details of the analysis and the results should be submitted in report form with the following identifiable information.

Response
i
'l An ultimate pressure capacity analysis of the Midland containment will be performed prior to the second refueling outage for Unit 2 which reflects the as-built conditions and the actual material strength properties.
The containment will be considered to fail functionally when structural deformations due to internal pressure are estimated to be suffient so as to introduce a leak path to the atmosphere. These deformation limits will be j
estimated to correspond to structural elements reaching significant yielding.
The effects of inelastic behavior above yield stresses will be considered by using the strain-stress relationships of the liner plate steel, reinforcing steel, prestressing steel tendons, and concrete.
Several failure modes (cylindrical shell, dome shell, base mat, penetrations and structural discontinuities) will be evaluated. The weakest failure mode will control the ultimate pressure capacity of the Midland containment.
