Gentlemen:
Millstone Nuclear Power Station, Unit No. 2 Initial Submittal of Updated FSAR In Reference (1), NRC regulation 10 CFR 50.71 (e) was promulgated, requiring licensees to periodically submit revised pages of their Final Safety Analysis Reports (FSAR). Northeast Nuclear Energy Company (NNECO) hereby submits the initial updated FSAR for Millstone Unit No. 2.
This FSAR accurately presents changes made since the original FSAR submittal that were necessary to reflect the information and analyses submitted to the Commission or prepared pursuant to l
Commission requirements, as of six months prior to this submittal.
l We note that 10 CFR 50.71 (e)(2)(ii) stipulates, "{This) submittal shall include an identification of changes made under the provisions of 550.59 but not previously submitted to the Commission." Pursuant to 550.59(b) and DPR-65, Appendix A, Section 6.9.5.1, the latest 50.59 report for Millstone Unit No. 2 was submitted in Reference (2) for the period January 1, 1981 thru December 31, 1981.
Since 50.71(e)(2)(ii) does not contain any " cut-off" dates, we have interpreted December 31, l
1981 to be appropriate for the. reporting of 50.59 changes. Thus, all 50.59 changes thru December 31, 1981 have been previously reported.
50.59 changes completed in 1982 will be submitted in the next annual report due March 1, 1983, and will be used to update the Millstone Unit No. 2 FSAR in the subsequent revision due to the NRC July 22, 1983.
In conclusion, no separate, redundant, or overlaping lists of 50.59 changes are identified herein, because the requirement is met by reference.
