Dear Sir:
This letter is to document the conclusions of the above referenced conversation.
Review of FSAR T Able 14.2-112 revealed that three RCIC cold quick starts are required prior to reaching 25%
power but that none are required at Test Condition Heatup.
Thi s appeared to conflict with Commonwealth Edison's responses to FSAR Question 423.28 which describes a cold quick start of RCIC a t Tes t Condition Heatup.

It is concluded that the response to FSAR Question 423.28 was not accepted by the NRC and was superceded by an additional l
response submitted by L.
O. De1 George's letter to Mr. O. D. Pa rr, l
dated Augus t 3, 1979.
This response resulted in a complete rewrite of FSAR Ta ble 14.2-112 a nd the RCIC Startup Test and was accepted by the NRC.
This revised program included the five cold quick starts requested by the NRC but does not include a cold quick start at Test Condition Heatup.
