Letter from Mr. R. E. Denton (BG&E) to NRC Document Control Desk, dated December 17, 1993, Emergency Diesel Generator Upgrade Project - Temporary Exemption Request (b)

Ixtter from Mr. R. E. Denton (BG&E) to NRC Document Control Desk, dated August 17,1993, Emergency Diesel Generator Upgrade Project In reference (a), we requested a temporary exemption to General Design Criteria 2 to permit the removal of the missile door which provides protection to Emergency Diesel Generator (EDG)

No.11 and support systems common to the other EDGs. In that request, we described the risk to the equipment as it related to tornado. generated missiles.' Other severe weather phenomena, such as high winds or hurricanes, could also generate missiles, although not with the force associated with.

tornado-generated missiles. The exemption request applies for all severe weather conditions which '

j could result in missile generation. Accordingly, we have also changed the compensatory action which was proposed in Reference (a) to encompass all severe weather conditions as defined in the Emergency Response Plan Implementing Procedures 3.0, Attachment 18. We will make a concerted effort to reinstall the missile door if a tornado or hurricane watch is issued for the site or if sustained winds are predicted at greater than 35 miles / hour for the site. This effort will be limited only by the -

need to ensure the safety of the individuals performing the work. Based on the current schedule, we anticipate the first removal of the missile door on March 1,1994, and request the temporary j

exemption be granted prior to that date.

i Recent information from the vendor has indicated that the scope of modifications proposed for EDO No.11 during this outage will not result in the ratings increase described in Reference (b). The inlet and exhaust air piping may need to be modified and additional work must be done on the voltage regulation equipment before the higher ratings can be achieved. The current ratings of the EDG will not be affected by the modification. We intend to perform the qualification testing described in Reference (b) because of the scope of the modifications which will be completed. The qualification 940214027o 940204 I

We expect to complete the modifications and. achieve the upgraded ratings during the Unit 1 1996 refueling outage. We still expect to upgrade the other two EDGs in one step, during subsequent outages.

j Should you have any further questions regarding this matter, we will be pleased to discuss them with you.

Very truly yours,
