RE: NPDES Permit Special Condition A3 Noncompliance January 19,1994 NPDES Discharne Permit MD0002399A, State Permit 86-DP-0187A On January 19.1994, during a routine surveillance of the continuous monitoring equipment required by the Calvert Cliffs Nuclear Power Plant site NPDES permit, the plant intake embayment instrumentation sample line was found to be frozen. During this period there was no indication of a noncompliance with effluent limitations.
The cause of the frozen line was a combination of unusually low temperatures and an electrical circuit breaker trip due to an unidentified cause. An investigation will be taken to determine reason for the circuit breaker trip. This is the first time sample line freezing has occured at this monitoring point. The surveillance equipment will be returned to service as soon as possible. No grab samples will be taken while equipment is out-of-service due to weather related personnel hazards This matter was discussed with John Beerley of your departrnent.
