Dear Mr. Spessard:

Toledo Edison acknowledges receipt of your July 15, 1982 letter (Log No.

1-649) and enclosures, Appendix and report 50-346/82-09 referencing the violation of Technical Specification Section 6.8.1. This violation is listed as Severity Level V (Supplement I).

Violation: Technical Specification 6.8.1 requires the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, November 1972, includes Administrative and Mainten-ance Procedures. Administrative Procedure AD 1828.00,

" Jumper and Lifted Wire Control Procedure," Section 2.5 states in part that "When installed plant equipment is being removed from the plant by an FCR, jumper and lif ted wire tags are required until the equipment, wires, or circuit is removed or labelled as SPARE."

Contrary to the above, on May 18, 1982, cables ICRP5030C, ICPR5030B, IPBE11981 to radiation meter RE 5030 and cables 2PYF211A and 2LRE5029A to radiation meter RE 5029 were not tagged or labelled as SPARE after their disconnection from the radiation meters to allow removal of the radiation meters per FCR 80-050.

Response: (1) Corrective action taken and results achieved.

The subject cables have been tagged and spared in accordance with the requirements of AD 1828.00.

(2) Correction action to be taken to avoid further non-compliance.

Docket No. 50-346 a License No. NPF-3 Serial No. 1-288 August 13, 1982 Page 2 At the Nuclear Construction Department outage punchlist review meeting held June 2, 1982, the Nuclear Construction Superintendent discussed the incident with the Field Superintendents and stressed compliance to the procedures.

Craft personnel have been provided further indoctrination in AD 1828.00. A test has been distribu ed and shall be imposed on those individuals ultimatelr involved with determining and terminating cables.

(3) The date when full compliance is achieved.

The subject cables have been tagged and spared and the craft personnel training has been completed.
