Dear Sir:
Enclosed is one (1) signed original and twelve (12) additional copies of the initial Updated Final Safety Analysis Report (Updated FSAR) for Fort St. Vrain which has been prepared and is being submitted in accordance with 10CFR 50, Section 50.71(e).
PSC has elected to retain the organization and basic fonnat of the original FSAR but we have provided additional Appendices where necessary or appropriate to incorporate required infonnation. The Updated FSAR consists of seven (7) volumes, identified as follows:
Volume 1 Sections 1 through 4 Volume 2 Section 5 Volume 3 Sections 6 through 9 Volume 4 Sections 10 through 14 Volume 5 Appendices A through D Volume 6 Appendix E Volume 7 Appendices F through I This updated FSAR is revised to include the effects of changes nade I
in the facility or procedures as described in the FSAR; all safety 3
evaluations performed by PSCo, either in support of requested license I

P-82257 Page 2 unreviewed safety question; and all analyses of new safety issues an performed by or on behalf of PSCo at Commission request.
In preparing the Updated FSAR, the materials identified in Attachment B were reviewed and evaluated to determine their effect on the Updated FSAR and to assure that required information was included in the Updated FSAR.
Brief descriptions of the principal changes or additions to each Section and Appendix of the Updated FSAR are found in Attachment C.
Other changes made to systems, equipment or procedures in the FSAR, not requiring prior Commission approval pursuant to 10CFR50.59(a),
and not yet reported to the Commission, are listed in Attachment D to this letter.
These changes will be more fully described along with the resul ts of their safety evaluations, as appropriate, in PSCo's regular report of 10CFR50.59 changes which will be submitted in early 1983.
