Dear Members of the Board:
At the prehearing conference on the Seabrook opecating license in May, establishment of a schedule for this proceeding was discussed, and postponed until the Staff had reassessed the construction schedule this summer.
We have received a copy of the Staff's most recent projection, which estimates a completion date of May, 1984 for Unit 1 (November, 1983, plus 22 weeks).

The extra 22 weeks represent the amount of time the Applicants are currently behind in their construction schedule.
Although the Staff apparently anticipates a detailed program re-evaluation from the Applicants in the fall, to date the Applicants have not acted on their stated intention to shorten the delay period.
NECNP proposes the attached schedule for the Seabrook proceeding.
We believe it to represent the minimum amount of time required for a full and fair hearing.
In view of the Staff's projection, this schedule would in no way delay operation if operation were to be allowed.
