C. 20555 50-405 CONSTRUCTION PERMIT EXTENSION NORTH ANNA UNIT 3 Pursuant to the provisions of 10CFR50.55(b), Virginia Electric and Power Company hemby mquests that the subject Constrection Permit (CP), flumber CPPR-114, be amended by extending the latest date for coupletion fma December 31, 1983 to December 31, 1989. This request is based on the following:

1. Delay Due to Reduced Load Growth Attachment 1 shows Vepco's load forecast as it was projected in 1978, the year of our previous extension mquest of November 21, 1978. This projection was based on an anticipated annual growth rate of 5.5 percent. As indicated, North Anna Units 3 and 4 were scheduled to be in concercial operation in 1984 and 1985, respectively.

These dates cormspond to the 1983 and 1984, mspective, fuel load dates stated in our November 21,1978 CP Extension Request.

Attachment 2 shows Vepco's current 1982 load forecast based on an anticipated annual growth rate of

than the annual gmwth rate anticipated in 1978, and reflects continued energy conservation by our customers

and the sluggish gmwth of the econoqy. As indicated, the b need for power from florth Anna 3 now occurs in 1990, d rather than 1984, and this is consistent with a 1989 Fuel O .Og 'oad-

VlltutNIA Es.zcTarc Axn Powra COMPANY TO Mr. Denton 2 Based on the anticipated design f ryact of the THI accident on Units 3 and 4, and other considerations, a Feasibility Study was initiated in October 1979, to determine the best course of action that Vepco should take relative to the construction of the two units.

This study was completed in November 1980, and it concluded that for the benefit of both Vepco and its custaaers, the most prudent approach to take would be to cancel Unit 4 and complete Unit 3 as a nuclear unit, in time to meet the forecasted load in 1990. It should be noted that during the period of the Feasibility Study, construction activities were reduced to a " caretaker" status and very little engineering was perforned.

Following the decision to complete the construction of Unit 3, an Engineering Design Evaluation was initiated.

The purpose of this evaluation was to deteroine, in detail, those design changes and their associated costs, necessary to meet, where at all practicable, current regulatory criteria. This evaluation was completed in iby 1982.

An integrated construction / engineering / start-up schedule is being finalized, and we are planning for a Fuel Load date of April 1989. This date is considered to be realistic considering the amount of redesign involved.

In view of the foregoing, we believe that our request for extension is for a reasonable period of time and reflects a proper and prudent reaction to events and circunstances beyond Yepco's control and that good cause exists for the extension.

The extension of the Construction Penait will not caapromise the public health and safety and does not involve a significant hazards consideration. Therefore, it is requested that the Commission dispense with the advance notice of the requested CP amendment.

The extension of the construction time period will not change the environrental impact already identified in the Environnental Impact Stateaent as issued and maended for the North Anna Power Station.

The Construction Permit for Unit 4 (CPPR-115) should be alloted to expire. Due to the increased land area required by Unit 3, there idll be no reclanation of the Unit 4 areas except for the renoval of any coupleted construction to raake room for the expanded needs of Unit 3.
