Docket Nos. 50-352andSEX35},jeg

Dear Administrative Judges:

Letter of NRC dated Aug. 2,1982 indicates " staff" provided to the Board and parties in the Limerick proceeding material .which con-tains discussion and analysis of a question raised by the Sggrd re-garding whether Science Applications, Inc. (SAI) may have a conflict of interest because of PRA and systems interaction work it has done for NRC licensees and for the NRC Staff.

        # The Staff addressed the question of whether the roles played by SAI might have resulted in a lack of independence in the Staff's re-Additionally, the Staff view of the Shoreham and Limerick PRA's.

conducted an analysis of whether NUS (a peer reviewer of the PRA's for Shoreham and Limerick ) might have a similar ~ conflict of interest because of work it has performed for NRC licensees and the Staff. I ask the NRC " Staff" to examine the same conflict of interest as it relates to Philadelphia Electric's use of results obtained by Radiation Management Coraoration (RMC) on radiological and/or chem-ical analyses done for Philadelphia Electric Company on the basis that Radiation Management Corporation is partially owned by Philadel-phia Electric and that Lee Everitt, President of Philadelphia Elect-ric Company has been Chairman of the Board of RMC when such tests were made.
