Thank you for the opportunity to respond to the letters of NucYs^ai-- _d I' Fuel Serices and New York State Energy Research and Development Authority, dated May 24 and May 27, respectively, on our peution to reconsider lic-ense change #32 which terminated NFS responsibility under Lic. No. CSF-1 and transferred these responsibilities to the Stat'e of New York. Our response is enclosed.

For good health and safety, procedural and policy reasons, and because of the unreviewed safety questions, the Club believes that the Staff has seriously erred in not providing public notice.of this license change and in not providing the opportunity for a hearing where the status of the NRC-licensed burial ground and technical and financial qualifications of NYSERDA could be ascertained. The Club therefore requests the Director, Nuclear Material Safety and Safeguards, to rescind license change #32 and to hold a public hearing in this matter.

Since contract negotiations regarding this license transfer are mov-ing at a rapid pace, we ask that you consider this request on an expedited basis. Perhaps we need not remind you that the NRC Staff granted the f!FS license request in _nine working days; our request for reconsideration was originally submitted three months ago.

Please inform us of your disposition of this matter and include us on any and all distribution lists regarding docket no. 50-201.
