Docket No. 50-141 This letter is in response to your 1ctters dated March 15, 1981 (with enclosure), as clarified by your letter dated April 21, 1981.
The area which contains activation is inside the biological :>hield, in the concrete floor of the area under the tank. The diameter of the tank is 7' h ".
It is accessible only by crawling through the thermal column which has a square section 3' 6" on a side, the end of which (inside the cylindrical tank) was removed during earlier stages of decontamination. The outer door of the thermal column is a concrete-filled rolling door which is operated by a crank and pulley drive. The door is padlocked closed. The tank cylinder is 19 feet in height.
Given the difficulties of breeching the reactor shield wall (8' thick 2000 psi concrete aggregate), and the only present access through a 3' 6" craw 1way), it is inconceivable that there could be any practical occupancy of that area. Given the estimated background in the tank due to inactive concrete estimated to contribute about 10 prem/ hour and the gross radiation level

measured in 1977 (reference our letter December 9,1977), the gC}O net maximum dose equivalent is about 30 prems per hour at one meter from the floor of the tank.

For anyone to receive a dose of 10 mrems in excess of background in a year would require an occupancy of approximately 300 hours0.00347 days <br />0.0833 hours <br />4.960317e-4 weeks <br />1.1415e-4 months <br />. ht2. The University Health. Physics is the only group with a key to the thermal column padlock. This access to the tank still must be cleared t'hrough us. The Ryan Laboratory Building is on University lands which are part of the Land Grant; thus the lands and building cannot be used without University
-clearance, nor can the facilities be sold.
I hope that this information and assurance is sufficient for you to proceed with termination of the License R-60.
