AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. NPF-4 and NPF-7 for the North Anna Power Station Unit Nos. I and 2.
The proposed changes are enclosed.
The proposed changes to Technical Specifications 5.6.1 and 5.6.3 for North Anna Unit Nos. 1 and 2 are included as Attachments 1 and 2, respectively. The changes are the result of proposed modifications to the spent fuel storage racks which are a design feature of North Anna Unit Nos. 1 and 2.
The proposed changes to Technical Specification 5.6.1 identify the new noninal center-to-center spacing between fuel assemblies of 10 9/16 inches and the proposed changes to Technical Specification 5.6.3 identify the modified spent fuel storage capacity as 1737 fuel assemblies.
The proposed change also revises North Anna Unit 1 Technical Specifications 5.6.1 and 5.6.3 to be identical to North Anna Unit 2 Technical Specifications 5.6.1 and 5.6.3.
The proposed modification to the spent fuel racks are included in Attachment 3, "A Summary of Information in Support of Increasing the Spent Fuel Storage Capacity at North Anna Unit Nos. I and 2."
The purpose of this document is to g
summarize the proposed changes to the spent fuel storage pool at the North
[gi Anna Power Station, Unit Nos. 1 and 2 associated with increasing the stort ge capacity of the pool.
It is intended that the document fully describe and fj j analyze the proposed modifications as well as describe the installed systeas h which may be affected by the modification.
Operating experience and data are

presented where appropriate to substantiate the conclusions made regarding g/j system performance and environmental impact.
WG OThis request has been reviewed by the Station Nuclear Safety and Operating NDO*O Committee and the Safety Evaluation and Control staff.
It has been determined that this request does not involve an unreviewed safety question.

Since this request involves a safety issue which the Staff should be able to determine does not involve a signifi l u hazards consideration for Unit 1 and a duplicate safety issue for Unit 2, a Class III license amendment fee and a Class I license amendment fee are required for Unit 1 and Unit 2, respectively. A voucher check in the amount of $4,400 is enclosed in payment of the required fees.
