, The exhibit is being served as' indicated on the attached service list, with the three additional copies to be served on the Board being transmitted directly to Judge Wolfe.

The exhibit (undated) was received from the printer on August 17, 1982, and reflects the comments of FEMA (letter .

dated June 23, 1982 from John Benton, Region VI to L. V. Maurin, attached) and telephone comments of Donald J. Perrotti, NRC Staff', to Robert G. Azzarello.

The final printed brochure will be in full color. The color highlights will include a. color photograph of the Waterford 3 Nuclear Plant on the front of the brochure, color diagrams of the reactor and containment, yellow background for emphasis of the sections entitled "What To Do If Sirens Are Activated" and "Some Important Phone Numbers," and a full-color map with different colors to identify the 16 proteccive action sectors within the plume exposure pathway Emergency Planning Zone (" plume EPZ") . The full-color brochure will not be available until the final edition is printed in volume, and is therefore not available as an exhibit. However, Applicant has made arrangements for full-color reproductions of the artist's proof of the map, which will be submitted within a day or two as an additional exhibit.

Dear Mr. Maurin:

In accordance with your request, the Public Information Brochure for Water-ford 3 SES has been. reviewed and the following comments are offered for your consideration.

(1) While the evaluation criteria for the'public information program requires annual updating, it does not require that the public infor-mation brochure be reprinted annually. Since this could become quite.

expensive, we would suggest that._ dales not be used on the brochure. d'.

Pictures, as are implied, also date documents butTo a lesser extiint.

(2) Nuclear Energy Glossary:

It may not be understood that the F.aximum Permissible Dose fis 5-15 mrem per year above background.

% Under the definition of ' Maximum Permissible Dose', it is noted that the dose from Waterford 3 (above background) would

.be less than 1 mrem per year. Under the definition of 'Back-ground Radiation', both .01 mrem and 1 mrem per year values are

. cited. While both are technically correct, to minimize the

chance of confusion, the same value could be used throughout l

(less than 1 mrem per year). .

(3) Emergency Action Plan:

(ai Under ' Ad Hoc Respiratory Protection', if some examples of limiting the outside air intake were given, such as '

. closing windows and doors and turning off external ventila-tion devices, it would clarify the definition.

(b) Under ' School Children', the word "do" (hi-lited) appears twice unnecessarily. If.known, it would be helpful if the brochure indicated how and when the school board would notify people of the centers where their children could be picked up.

2 These comments are rather minor and even trivial in some cases, but may serve to further clarify what we feel the intent of the brochure is.

If we can be of further assistance regarding the "off-site" portion of the Radiological Emergency Preparedness Plans, let us know.
