Dear Mr. Keppler:

This letter responds to your report of July 28, 1982 (Log 1-654) on the July 13, 1982 announced inspection of Emergency Preparedness items at the Davis-Besse Nuclear Power Station, Unit 1.

The inspection report identifies that two items from the original February 23, 1982 Emergency Preparedness Appraisal Confirmation of Action Letter (Log 1-591) remain open.

Both items involve training of personnel.

Item (c) refers to Item lb of the Appraisal Report Confirmation of Action Letter on retraining of licensed operators on SP 1105.17, Seismic Monitoring System Procedure.

This training is scheduled to be completed on August 13, 1982.

Item (e) discusses the development and training on Emergency Action Levels (EAL's) for the main steam line radiation monitors.

In its response to the Appraisal Report, Item ld (April 20, 1982, Serial 1-261), Toledo Edison committed to develop EAL's and provide training to appropriate radiation assessment personncl. This item has been completed. The EAL's were developed and :.acluded in Revision 4 of the Davis-Besse Emergency Plan, submitted to you on June 23, 1982 (Serial 1-275).

Training for per-sonnel was completed July 21, 1982, through the use of the Nuclear Training Department Required Reading for operations personnel.
