1.0 Program Description The Byron Inservice Inspection (ISI) Program for snubbers is implemented in accordance with the intent of the requirements of Section XI of the ASME Boiler and Pressure Vessel Code, 1980 edition through the winter of 1980 addenda. Guidance is taken from ANSI /ASME OM-4, Examination and Performance Testing of Nuclear Power Plant Dynamic Restraints (Snubbers)

Rev. 1 Draft 0, and from NUREG 0452, Standard Technical Specifications for Westinghouse Pressurized Water Reactors Rev. 4.

The augmented ISI program for snubbers will be implemented in accordance with the Byron Inservice Inspection Program for Snubbers and the Byron Technical Specifications.

If any conflicts arise between the Byron Technical Specifications and the Byron Inservice Inspection Program for Snubbers, the applicable Byron Technical Specifications take precedence.

Snubbers included in this program are identified in Section 6.0, Tables for the Inservice Inspection Snubber Program. These tables identify safety related snubbers connected to Class 1, 2, and 3 components and piping.

2.0 Limiting Conditions for Operation All snubbers listed in section 6.0, Tables for the Inservice Inspection Program, shall be OPERABLE.

APPLICABILITY -

MODES 1, 2, 3, and 4 (MODES 5 and 6 for snubbers located on systems required OPERABLE in these MODES).

ACTION -

With one or more snubber (s) INOPERABLE, within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> replace or restore the INOPERABLE snubber (s) to OPERABLE status and perform an engineering evaluation per Section 3 1 on the supported system or declare the supported system INOPERABLE and follow the appropriate ACTION statement for that system.

3.0 Visual Examinations The first visual examination of snubbers shall be performed after 4 months of commencing POWER OPERATION, but before the end of the first refueling outage and shall include all the snubbers listed in Section 6.0, Tables for the Inservice Inspection Snubber Program. L

3.1 Visual Examination Acceptance Criteria To be OPERABLE, the snubber and its attachments must appear to be capable of performing its designed function as installed. Visual examinations shall verify that there are no visible indications of damage or impsired operability, and that attachments to the foundation or supporting structure are secure.

Snubbers which are INOPERABLE as a result of the visual examination may be determined OPERABLE as applicable to the limiting conditions for operation and for the purpose of establishing the subsequent visual examination period, provided the following conditions are met.

1)

If the cause for rejection is limited to the snubber attachments and supporting components, those components shall be evaluated and remedied such that the component support appears to be capable of performing its function as designed.

2)

If the cause for the rejection is limited to the snubber, it shall be functionally tested per the requirements of Section 4.1 or 4.2.

If the snubber does not meet the functional testing requirements of Section 4.1 or 4.2, the cause for the rejection must be clearly established and remedied for that snubber installation and for other snubbers that may be generically susceptible.

If the above conditions cannot be met, the support is remedied and the subsequent visual examination period shall be in accordance with Section 3.2.

3.2 Visual Examination Schedule Visual Examinations shall be performed in accordance with the following schedule:

The snubbers may be categorized into two groups: those accessible and those inaccessible during reactor operation. Each group may be examined independently in accordance with the above schedule.

The subsequent examination period shall be based upon the results of the immediately completed examination for each group. The provisions of Specification 4.0.2 are not applicable.

3.3 Visual Examination Sample Size and Composition The initial inservice examination of snubbers shall include all (100 percent) of the snubbers listed in Section 6.0. Tables for the Inservice Inspection Snubber Program.

If there are no unacceptable snubbers resulting from an examination of a group of snubbers during two successive 18 month examination.

intervals, the sample size for the next required examination for that group may be reduced in the following manner:

1)

The required examination may be limited to a representative sample of 50 percent of the snubbers within that group. For subsequent required examinations following an examination in which ALL snubbers examined within the group were acceptable, the subsequent sample size may be further reduced in steps to 25 percent. 15 percent, and-10 percent of each group. The total number of all snubbers subject to examination must at all times equal at least 10 percent of the total number of snubbers identified ~in Section 6.0.

2)

When an unacceptable snubber is revealed.during a required group examination, the sample size'for that group shall

~

increase to 100 percent.

If there are no unacceptable snubbers resulting from two successive 18 month examinations, the sample:

may be reduced in accordance with the above procedure.

The selection of snubbers for' examination in-the~ reduced samples shall be representative of various configurations,-operating environments, and the range of sizes-and capacities of snubbers'for' that group.

Snubbers selected for examination in the' reduced samples-shall,be-rotated as practical, such that all snubbers within the group are examined in essentially the same order..

i 4.0 Functional Testing At least once per 18 months 1-25%, during scheduled-plant outages a-representative sample of the snubbers identified in Section 6.0~shall be-functionally tested.

v Functional testing will be performed in accordance with written procedures. Testing shall be performed on the snubbers in their "as found condition" to the fullest extent practical. Test methods must not-alter the condition of the snubber to the extent that the results are not representative of the snubber's functional performance. Operability tests may be performed with the snubber "in-place" or in a " bench-test".

l Test procedures may be used which measure the snubber's performance I

indirectly or parameters other than those specified by section 4.1 or 4.2, provided these results can be correlated to verify the intent of the specified parameters of Section 4.1 or 4.2.

This may include the testing of subcomponents of snubbers whose physical size or inaccessibility make the testing procedures of-the in-place or bench-test impractical.

4.1 Hydraulic Snubbers Acceptance Criteria The hydraulic snubber functional test shall verify that:

Activation (restraining action) is achieved within the specified range of velocity or acceleration in both tension and compression.

2)

Snubber bleed, or release rate, where required, is within the specified range in compression or tension. For snubbers specifically required not to displace under continuous load, the ability of the-snubber to withstand the load without displacement shall be verified.

4.2 Mechanical Snubbers Acceptance Criteria l

The mechanical snubber' functional test shall verify that:

The force that initiates free movement of the snubber rod in either tension or~ compression is-less than the'apecified' maximum drag force. Any increase in the drag force'since the last functional test of the snubber shall be within the design or manufacturer's specifications.

2)

Activation'(restraining action) is achieved within the l

specified range of velocity or acceleration-in both tension and

_ compression.

Snubber release rate, where required, is within the.specified range in compression'or tension; For' snubbers!specifically' required not to displace under continuous ~ load,'the ability of~

the snubber to withstand load without displacement :shall be verified;.

4.3 Functional Testing Sample Size and Composition A representative sample of at least 10%, or 55, whichever is less, of the snubbers identified in Section 6.0, shall be chosen for functional testing.

Functional testing shalJ proceed in accordance with Figure 4.3.1.

The variable "C" is the total number of snubbers tested not meeting the acceptance criteria of Section 4.1 or 4.2.

"N" denotes the cumulative number tested. As testing continues, the values of "C" and "N" may be plotted. Whenever a point plotted falls within the

" ACCEPT" region, testing is terminated. When the point plotted falls within the " Continue testing" region, testing continues until the objective of reaching the " ACCEPT" region is accomplished or all snubbers hrve been tested. The equation a = 0.0724n-3.935 determines the end of the continue testing" region and start of the acceptance region.

The representative sample shall consist of the snubbers identified in Section 6.0.

Snubbers shall be tested in essentially the same order for the total number of snubbers identified in Section 6.0.

Snubbers identified as Inaccessible,-Especially Difficult.to Remove, or in High Radiation Zones shall be included in the sample unless exemption or relief is granted by the Commission.

Any snubber that fails to meet.the acceptance requirement of Section 4.1 or 4.2 shall be_ functionally tested during the next reactor shutdown when functional testing is scheduled. -This requirement is independent of the minimum sampling requirements of Section 4.3.

5.0 Snubber Service Life Monitorin,g A record of the service life of each snubber, the date at which the designated service life commences and the installation and maintenance records on which the designated. service life is based shall be maintained as required by Specification 6.10.2.

Concurrent with the first inservice visual inspection and at least once per 18 months thereafter, the installation _and maintenance records for each hydraulic' snubber listed in Section 6.0 shall be reviewed to verify that the indicated service life has not been exceeded or will not.be exceeded prior to the next-scheduled snubber service life review.

If the indicated service life will be exceeded-prior to the next1 scheduled snubber service life review, the snubber service life.shall be reevaluated or the snubber shall be replaced or reconditioned'sc as to extend its service life beyond the date of the next scheduled service life review. -This reevaluation, replacement or' reconditioning:shall be indicated'in the records. j

Snubber Assembly No.

s The snubber' number identifies a specific snubber by is' unique number.

3 Its number references the unit and the system which contains'the pipe or component that the snubber supports.

Elevation and Location Snubber locations are designated by a rectangular coordinate system using-column numbers for all areas of the plant. The column numbers listed for the snubbers in containment are based on a rectangular coordinate system that is unique to the containment building.

i Design Load (Normal and Upset) l The design load listed for the snubber is the sum of the normal and upset-loading for that snubber in units of kips. This entry does not reflect the maximum capacity of the snubber since the snubbers were chosen to have greater maximum design capacities than their expected loading.

SECTION 7.0 RELIEF REQUESTS FOR INSERVICE INSPECTION SNUBBER PROGRAM BYRON UNIT I

Relief Requests Relief Requests shall be necessary for the Snubber Inservice Program Plan and will be identified during the performance of the Preservice Inspections.

Relief requests will be included where specific requirements of Section XI are determined to be impracticable. All relief requests will include the following information.

1.

An identification of the component (s) for which relief is requested.

2.

The number of items associated with the requested relief.

3.

An identification of the specific ASME code requirement that has been determined to be impractical.

4.

The information to support the determination that the requirement is impractical; i.e.,

statement and explanation of the basis for requesting relief.

5.

An identification of the alternate examinations that are proposed:

a.

In lieu of the requirements of Section XI; or b.

To supplement examinations performed partially in compliance with the requirements of Section XI.

6.

A description and justification of any changes expected in the overall l

level of plant safety by performing the propored alternative examination in lieu of the examination required by Section XI.

If it is not possible to perform alternative examinations, a discussion of the impact on the overall level of plant quality and safety will be presented.

7.

A statement when the request for relief would apply during the inspection 1

period or interval (i.e. whether the request is to defer an examination).

8.

A statement explaining when the proposed alternate examinations will.be I

implemented and performed.

9.

A statement identifying the time period for which the requested relief is needed.

NOTE Technical justification or data will be submitted to support the relief request. Statements regarding changes'in quality levels will be technically supported. If the relief is requested for l

inaccessibility, a detailed description or drawing which depicts the I

inaccessibility will accompany the request. Relief requests will be i

presented following the snubber tables.
