Dear Mr. Keppler:

This letter and its attachment respond to your request of January 12, 1982 to submit scheduled exercise information to ensure adequate review and coordination with all the participating organizations. The attachment contains the Scope of Exercise and Objectives to be fulfilled. This scope is considered preliminary and subject to change.

In accordance with your request, we are planning to submit the exercise scenario to you forty-five days prior to the exercise date (by September 6, 1982). If the Scope of Exercise and Objectives are revised l

as a result of input from FEMA, State or local requirements or questions, we will advise you of it.

We will submit to you a complete controller / prompter package i

containing information to be supplied to the observers and participants twenty days prior to the exercise date (by October 1, 1982).

The dates given above are consistent with an exercise date of October 21, 1982, which was assigned to us in Mr. J. A. Hind's letter of l

May 12, 1982.

s ATTACHMENT 1 TO AEP:NRC:0510E EXERCISE DATE: October 21, 1982 SCOPE OF EXERCISE: The exercise will result in a series of actions that permit the scenario to escalate, from a normal routine condition during Plant operation through a series of equipment failures, to several classes of emergency action levels.

The objective of the exercise is to test the following response capabilities:

To demonstrate that all parties to the exercise are aware of their operational management responsibilities during a nuclear accident and that proper organizational control and support are maintained pursuant to Act 390, P.A.1976 and the concept of i

l operations delineated in the Michigan Emergency Preparedness Plan.

B.

To familiarize local government emergency services personnel with the emergency organization and the interrelationships between local, state, federal and the Indiana & Michigan Company plans for response to all levels of radiological emergencies.

C.

To exercise and evaluate the ability of agencies and individuals to properly execute their plans according to a consistent emergency action level scheme.

To familiarize all parties with notification and reporting arrangements and alerting and mobilization procedures for emergency personnel.

E.

To exercise communications between the Plant and off-site facilities and disaster relief forces, including understanding the content of messages received and message administration.

F.

To exercise the Joint Public Information Center concept of information exchange, media briefing, rumor control, press activities, and release coordinator.

G.

To provide for the development of written messages intended for the public and to exercise procedures for initiation of public alerting and notification.

H.

To provide for the annual program to acquaint news media with procedures to be followed during a nuclear accident during the exercise.

I.

To establish an emergency operations center as specified in the Berrien County plan and to demonstrate its adequacy in terms of 24-hour staffing capability and physical setting.

To demonstrate the ability of participants to implement correct protective actions to protect the public.

To demonstrate the ability of participants to take adequate l

exposure control measures and to institute decontamination l

procedures as necessary.

L.

To provide sufficient pre-exercise training specified in NUREG-0654 to f amiliarize participants in the radiological I

emergency response concepts, procedures, and actions delineated i

in the Berrien County emergency operations plan.

As we develop the scenario, the Scope and Objectives may be modified or revised. Any changes to the above will be noted in our submittal of the l

scenario.
