20555 Gentlemen:

On December 2 we requested a document room at the New City Library.for use of Rockland County intervenors.

We f ailed to note during the discussion of the cost of a daily transcript, that in New York State Public Service Comnission proceedings the applicant utility usually pro-vides a transcript, not the agency conducting the hearings.

In this instance, whoever is paying the stenographers could xerex a copy of the transcript and mail it to the library thus reducing the cost considerably.

There are many refe'rences to documents such as NUREG-0715 Task Force Report, NUREG-CR-0400 The Lewis Report, NUREG-0654 revised and Part 50 USNRC Rules and Regulations, which we have found in the Orders.

We cannot be expected to go to White Plains Library and prepare f or Rockland County's contentions correctly without information.

Or, we will be out of order and off the beam during the hearings and will perhaps have to ask for time to make corrections during the hearings.

We understand there is some material already prepared and considered generic regarding the safety of IP #2.

Whatever its number is, we should have it.

Perhaps the NRC Staff could make a list of suitable docu-ments.

We cannot begin to know what has already been pre-pared.

These materials could be' considered on loan so that if they are of financial value, they could be :sturned to

,the NRC or utilities after the case is over.

Rockland County's proximity to. Indian Point rival's Westchester's. Documents seem to us vital to our case, h
