On lh November 1980, the Nhc published in the Federal P.egister hy 2,
a " Clarification Of Notice Of Receipt Of Application For Facility Cperating Licenses: Consideration Of Issuance Of Facility Cperating License and Notice Cf Opportunity For Hearing" in the above captioned matter. Deadline for submission of petitions was midnight, 22 December 1980.
I'r. Wright was duly sworn in on 31 December 1980 and legally assumed office on 01 January 1981. Because of this time differential, it was impossible for Pr. Wright to participate in this matter in an official capacity prior to 01 January 1981. It is respectfully requested that the presiding officer of the Atomic Safety and Licensing Board grant a waiver for this untimely request.
