Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-4 M/417 711e 0260/13525/15526 PRD-79/21, Final Report, Failure to Provide Qualified Instrumen-tatien in Safety Related Systems AECM-81/24 on December 5, 1979, Mississippi Power & Light Company notified Mr. J. K. Rausch of your office of a Potentially Reportable Defi-ciency (PRD) at the Grand Gulf Nuclear Station construction site.

The deficiency concerns General Electric's failure to provide sels-mically and environnentally qualified instru=ents for use in nuclear safety systems in the Balance of Plant (BOP) Power Generation Con-trol Complex (PGCC).

We have determined that this matter constitutes a reportable condition under 10CFR50.55(e) and 10CFR2j. This letter to you, with our final report attached and previous submittals, constitutes our required reporting of this matter under both 10CFR50.55(e) and 10CFR21 for the infor=ation which is now available.

Description of Deficienev In December, 1979, Bechtel (MP&L's Architect / Engineer) determined from General Electric purchased part drawings that several in-struments were not purchased nuclear safety related as required by Bechtel's design, Technical Information for Power Generation Control Complex (PGCC) Panel Mounted Instruments. Further in-vestigation revealed General Electric's failure to provide seismically and environmental 37 qualified instruments for use in nuclear safety related systems in the Balance of Plant (BOP)

PGCC.

Safety Implications Attachment B provides a list of instruments affected. Several of these instruments (ones identified with an asterisk) at used to actively perform a set function (i.e., control enclosure building pressure, operate safety-related dampers, cause trip functions, etc.).

I= proper cperati:n of these devices would create a situation for which the plant accident analyses have not been considered and could, therefore, affect adversely safety of operation of the plant. This cendition is considered reporta-ble meeting the repoeting criteria of 10CFR50.55(e)(1)(1) and (ii) and 10CFR21, Para. 21.3(d)(1).

III.

Corrective Actions The problem involved 16 types cf in:cruments (manufacturer /model no.) that were not qualified. The tause of the problem was General Electric (GE)*interpretatics of Bechtel's requirements.

Any future customer specification requirements to be implemented by GE will be reviewed with customer to resolve any question /

disagreements on applicability of criteria prior to GE commit-ment to procure subject equipment.

The unqualified instruments are going to be replaced with instru-ments that are qualified to IEEE 323-1971 with subsequent quali-fication to IEEE 323-1974 and 314-1975. General Electric's action i

plan is to complete the qualification and replacement program by December 1981.
