Occurrence Date: 1/14/81 I Identification of Occurrence:

Pallure of E3 diesel generator output breaker to Unit 2 emergency bus. [

t Conditions Prior to Occurrence:

Unit 2 operating at 100% power.  !

l Apparent Cause of Occurrence-  !

During a routine surveillance test of the diesel generator,the E-32 breaker failed to close on request.

t As yet unidentified mechanical deficiencies "

are believed to have caused the failure.

Analysis of Occurrence:

At the time of failure the B containment cooling subsystem was out of ,

service. In accordance with Technical Specification 3.5.F.1,an orderly l shutdown was initiated. The failed breaker was issnediately replaced with i a spare breaker, the surveillance test was performed satisfactorily,and the i shutdown was terminated. Because all other ECCS equipment was available and because the period of inability to supply emergency power to one of four emergency busses was short, safety significance is minimal.

Corrective Action: '

The breaker was replaced with a spare and successfully tested. Further investigation of the defective breaker is planned.
