Dear Mr. ilarvey:

SEQUOYAli ::UCLF.u ?LM;T - NPDES ?ETfIT ::0. T':0026450 - TE:!?CR.GY RERCUTIMC 0F DISC"u\P.GE 009 Cn October 1, 1980, at Sequoyah Nuclear ?lant, a mechanical malfunction in the water treatment plant's Floctreater (clarifier) necessitated the disposal of the alum slud:;e blanket. The malfunction occurred when aludte in the equalization tank accumulated on a hydraulic line causing the line to crinp. This caused the floctreater to cease operation. *he sludge blanket was dischar;;ed to the makeup demineralizer water sump with the excess going to the station. The station sump discharge (DSN 010) was routed from its normal path (to the yard drainage pond) through an alternate path to the unlined treatment pond.

This rerouting was maintained from 5:00 p.m. on October 1 to 5:15 a.m.

on October 2, during which time auprcximately 48,6C0 gallons of alum sludge vere discharged to the treatment pond. The mechanical malfunction was repaired as soon as possible, and at 9:10 p.m. on October 1, plant -

personnel started pumping demineralizer vaste back to the Floctreater.

The alternate path used to reroute the sludge was the approved treatment scheme for the plant before the present scheme was approved in Januar'f 1930. We believe the old treatment scheme adequately treated the rerouted sludge, and that there was no adverse impacts associated with this temporary rerouting. Although we do not anticipate a similar event occurring in the future, we have taken steps to ensura that you vill be promptly notified should such a situation ever arise again.

, If you have any questions concerning this matter, please call John P.

! Crowder, of my staff, at FIS 372-8971 or (205)386-2971 in Muscle Shoals, Alabama.
