- 1'8' Mr. Harold R.Denton, Director, Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Commission, Wa shington, D.C. (20555)
Dest Mr.Denton:
You will note my letter from Fo. Dept. of Na tural Resources, referrine me i
to your office with my views and position.
You will note five items, which give my full view at this time, and the final one, a " questioning" possibly even of my own po.a ition.
You will note first of all my petition with 26 names of local concerned citizens, who put their names to my general position. I don' t mind saying that these are representative of the approximately 766,015 citizens of the State who voted for definite, legal control, by the State of Missouri, of nuclear r
wastes, but were defeated by a 60 to 40% vote on Ngv.4 l
I cell your attention to the rather clear violation of the full consultative, democratic process in the case of the vote on Proposition Nn. 11 in Missouri on 3
)Nov. 4, indicated and~ explained in the item "Why Proposition 11 Failed..."
a l
Note my letter to the Missouri Clean Wa ter Comm. Hearing of Dec. 3 The last item is a sort of " challenge" to my own position, but my difficulty for years - 25 or more - is the Iack of trust in the so-called "exparts" who tell us that, according to their usual 15 syppic and nder-sighted scientific expertise, tha t "all is safe".
And it usually turns out that their expertise was not genuinely scientific, or even fully honest, as in other cases of chemical-science in connection with e public welfare.
Trusting the Nuclear Regulstery Commission will take. into considerstion all these views.

Dear Mr. Echele:
D R Q"
I have received your letter of December 3, 1980 which protests y
Union Electric Company's proposed discharge of radioactive waste-W N.
water int the Missouri River. Radioactive discharges at the O
Q-Callaway Nuclear Power Plant will be licensed by the Nuclear go Regulatory Commission (NRC). The permit issued by the Department
-Jr of Natural Resources on August 8, 1980 limits only conventional (Eo^
(non-radiological pollutants discharged at the Callaway plant.
Monitoring of radiologicol pollutants is required, but these radio-( N,%

logical pollutants are limited by NRC license.

Your concern for our environment and the Missouri River is admirable, 7e and 1 personally understand your concerns with regard to your drink-O ing water supply. Perhaps you should make your concerns known to the 1.L. g NRC prior to their issuance of a final license to Union Electric for Og the Callaway facility. You could. write to the NRC at the following address:

To the Minnouri Clean Water Commission of Misrouri:
December'3,~14RO' e o Mo.Div. of Health Broadway State Off. Bldg.,
St.Charlas,Mo.
/ef f erson City,Mo.(65101) 7 This prot-st-lettar is addrasaad to the Mia-curi Clean-Wa tar Commissinn, as an addendum to the Tgstimony given on Dec. 3 at Lincoln University, 1 P.M.
Due to distence and cos t of transportation, our delera tion from St.Charlas was not able to be present, at this H'eerine.
We protest venemently, first of all, the plans of the Union Electric Company to drain radio-active waste-water into the Missouri River, when the Calloway Plant begins ope rating in 198?. This is almost a criminal-action arainst the long-ranca health of the people of Missouri, whose water-supplien come from the Misaouri River.
We condemn the cynical and bankrupt attitude of Don Sch inio.S [e N Company. On a TV news-program he said "the water of the Missouri River in already polluted, ao why be concerned a bout putting more pollution into it". It appears the Union Electric Company officials are losing their balance of good sense!
We protest and condemn the action of the U.S. Corp of Engineers and Colonel Kirl in allowing the germit for the nuclear-contapins ted Waate-weter spill-way to be hgill into the Missouri River by the Calloway Plant in the first place. It ir a case of " collusion" and power over government by the nuclea r-indus try,. to the detriment of the long-rance health-interests of the people of Minneuri and the nation.
The hearines fer this permit were held at Lindenwood Collere in S.Charlas in May S
and June,.1977. The Corps of Engineers simply ignored and overrode objectors taatime
'ny.
We protest and condemn the silence and inaction of all the T4 Missouri State
'- Saasters and the 163 State Repreventatives of Mis 9euri in not making any pro tent l agsinat the threatened further pollution of Missouri River water by Nuclear westen..
It is again 'a case of " power over government", collusion of businens and government,,
to the detriment.off human health, $sibly for hundreds of years 1he health of the geople be damned to our " bought" Missouri legislators: As far as we know,- our legis-lators have seig or did nothing but sit by, and watch in Missouri.
We oppend to this letter a copy of our testimony before the Hearing in S.S Charles before the Corpa of Engineers in 1977. Since that time many, many physicians,
lawyers, ehemists, bioDorists and other professionals and just plain citizens have joined in the opposition to the nuclear-wastes polluting our Missouri River water.
Note the 40% State-wide vote of Missourians, or about 766,000 votes for leral con-trol of nuclear-wastes, and ke ing th a out of Mis-ouri River waterjon November 4..

P.S. We call attention of the Mo. Clean Water Commission to the news of the U.S. Cip-rose Court Decision, announced on Dec. 2,1980, 5 P.M. NBC News. It strtes in gen-eral that the " Courts can enforce clean-water stayderds on indust:
