Dear Sir:
Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", together with forty,(40) copies of Attachment I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
The proposed changes would amend Appendix A of the Operating License and include typographical and editorial corrections and improvements as well as administrative changes.
A list of the proposed changes is given below:

Section:
Bases 3.1.A (p.32).
This proposed change is to assure that the "E" in the third line of the paragraph in the right column is indeed legible as an "E".
It appears to be a "B" in some copies of the
~
Specifications.
"E" is correct, since the RPS logic operates in a "one out of two taken twice" scheme which uses APRM A,C, and E in one set of two subchannels and B,D, and F in the other set of two subchannels, as confirmed in the first paragraph at the top of page 33.

Section 3.2 Bases (p. 56).

in the last paragraph of the left column and would change the abbreviation "CSCS" to "ECCS", which is the abbreviation and nomenclature used elsewhere in the Technical Specifications, i

The proposed changes would correct two typographical errors.
The correct exponent in column 3 for the Source Range Monitors should be "6"

The proposed change would make the i
calibration frequency for item 8 once every three months.

4.5.A.l.e (p.113). This change should close an open item identified during NRC Inspection NRCI-80-05-02.

Section 3.3 and 4.3 Bases (p.101).
The proposed change I
is in the sixth and seventh lines from the end of the second paragraph in the left column.
The abbreviation "NPC" in the sixth line from the end is a holdover from the Niagara Mohawk operation of the plant and is in it-i self a typographical error which should read "NMPC".
L Deletion of the phrase "whose qualification have been I
reviewed by NPC" will correct the sentence.

Section 3.3 and 4.3 Bases (p.102).
The proposed change j
is in the last sentence of the middle paragraph in the

right column.
The title " Plant Superintendent" is a holdover from the Niagara Mohawk operation of the plant, and is no longer correct.
The proposed change would re-place that sentence with the following:
"Other qualified personnel may perform this function".

The Authority has classified this application for amendment to the operating license as Class II, consisting of needed changes of an administrative nature.
Enclosed is a check in the amount of
$1,200 as the filing fee per 10 CFR 5170.22, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
