Transmittal of Technical Information To Support GDC-51 Compliance On April 24, 1981 a meeting was held between the NRC Materials Engineering Branch (MTEB) and Detroit Edison to discuss Detroit Edison's compliance with GDC-51, " Fracture Prevention of Containment Pressure Boundary" The meeting agenda was organized around the limiting materials with respect to pressure integrity. Subsequent meetings and information exchanges occurred in order to resolve open issues. The purpose of this letter is to formally submit and tie together the results of these efforts in order to assist you in the preparation of your Safety Evaluation Report on this subject. For convenience, the format of the presentation of the material is the same format as originally used in the April 24, 1981 meeting. 1. Lowest Service Metal Temperature The lowest service metal temperature (LSMT) which will be experienced by the materials in the Fermi 2 reactor containment pressure boundary has been identified as 65 F for the drywell and 400F in the feedwater, HPCI, and RCIC system's piping and equipment. 2. Containment Pressure Boundary Materials (Ferritic)

The materials assessed with respect to fracture toughness of the containment pressure boundary are listed with appropriate data in Table I. Below are more detailed discussions of these materials: a. Containment Vessel / Torus / Vent Pipes / Equipment Hatch / Personnel Lock The two types of material for these structures / components are SA516, Grade 70 and SA333, Grade 6. l The limiting SA516, Grade 70 material is iden-tifed as a 3 3/4" thick, quenched and tempered, material in the equipment hatch door (piece MK 65-7). Impact tests were made at -300F on this heat, apparently after an additional 11500F stress relief for 15 hours. These impact values l are shown in Table I. An additional stress i relief was performed on the hatch door after fabrication (although not for 15 hours). ( However, for material thicker than 2 inches, the ASME Code, Section III, Summer 1977 Addenda i Class 2 rules assign an NDT of -100F and a LSMT l of approximately 380F. A LSMT of +4.80F would l be assigned to the material if it had been nor- [ malized to specification. Thus the LMST for l this material meets the LSMT to be experienced F at Fermi 2 (65 F). Appendix A is the material certification for piece MK 65-7 [ The limiting SA333 Grade 6 material Is iden-tified as 1.125" thick in Torus penetration l X-212 nozzle (piece MK 225-2). The material was Cv tested at -500F to criteria consistent with the Summer 1977 Addenda Class 2 rules, as shown in Table I. Appendix B is the material cer-tification for piece MK 225-2. b. Penetrations j Sleeves (Drywell Nozzles) (Penetration X-9A, 9B, 23) Penetrations X-9A & B were made of SA516, Grade 70 material, 2" thick. They were Cv tested at -300F, consistent with Summer 1977 Addenda Class l 2 rules. Penetration X-23 was made of SA-333, l c l L

The applicable cer-tifications for the two materials are included as Appendices C and D, and the Cv values are included in Table I. Process Pipes (Limiting Materials) Code data report Form NPP-1 identifies the main steam process pipe as SA155 Gi KCF70, 1.250" wall. The material certification identifies the material as having been Cv tested at +400F to criteria consistent with Summer 1977 Addenda Class 2 rules. The applicable certification is included in Appendix E, and the Cv values are included in Table I. SA106, B, with a 1.281" wall was applied for the main steam process pipe. The material cer-tification identifies the material as having been Cv tested at -200F, consistent with Summer 1977 Addenda Class 2 rules. The applicable cer-tification is included in Appendix F, and the Cv results are included in Table I. l SA333, Grade 6,.843" wall was also applied as process piping. It was Cv tested at -500F to criteria consistent with Summer 1977 Addenda Class 2 rules. The applicable certification is included as Appendix G and the Cv results are in Table I. SA106 B, normalized, 1.219" wall was also applied as process pipe. It was Cv tested at -200F to criteria consistent with the Summer 1977 Addenda to Class 2 rules. The material certification is included as Appendix H, and the CV data is included in Table I. SA106 B, 1.031" wall, by Mannesmann-Rohrenwerke was not Cv tested. The manufacturer's process discharges the pipe at about 17400F; the material is assumed to be normalized. NUREG-0577, Figure B7 cites an NDT of -200 for normalized A106 without CV data. The Summer 1977 Addenda Class 2 rules would then assign a LSMT of below 300F for this material. This LMST is acceptable given the LMST to be experienced at Fermi 2. The available certifications are included as Appendix I.

Mr. L. L. Kintner August 2, 1982 EF2'- 58,941 Page 4 Flued Heads SA105 Grade II, quenched and tempered, maximum axial thickness 5}", was applied for flued + heads. NUREG-0577, Table 4.4 assigns an NDT of -280F to normalized A105, Grade II. This I material, however, is quenched'and tempered, and i can be reasonably categorized _with A537 Class 2, t to which is assigned a maximum NDT of -600F. It is reasonably estimated, therefore, that the i material of interest has an NDT between -280F and -600F. Given its axial thickness of 51", Summer 1977 Addenda Class 2 rules would assign to it a LSMT of 300F to -20F. This LMST is acceptable given the LMST to be experienced at Fermi 2. The applicable material certification is included as Appendix J. c. Main Steam and Main Feedwater Piping System Components i The ferritic materials of main steam and feed-water systems which are of interest with respect to the containment pressure boundary are those piping system components between the penetra-tions and the outboard isolation valves, in addition to the pressure boundary materials of r the isolation valves themselves. The piping connecting the main _ steam penetration-and the main steam isolation valve is a single piece of 26" x.947" wall SA155 KCF70 Class I, i which was manufactured -from SA516 Grade 70 plate. The certification for the pipe indicates it was normalized and tempered. The material i was Cv tested at +100F to criteria consistent with Summer 1977 Addenda Class 2 rules, which would assign to it a NDT of 00F and a LSMT of i 300F. This LSMT is acceptable given the LMST to q be experienced at Fermi 2. The applicable cer-tification is included in Appendix K and the 3 Cv results are included in Table I. The main feedwater piping system components bet-l 4 ween the penetration and isolation valves include Piece MK N21-2336-11. The piping in l this piece was made of SA333 Grade 6 material with a 1.121" wall and was Cv tested at -200F to MLE criteria consistent with Summer 1977 Addenda l Class 2 rules. They were Cv tested at -200F to MLE criteria con-1 sistent with Summer 1977 Addenda Class 2 rules. The applicable certification is included in Appendix M, and the results are in Table I. d. Main Steam and Main Feedwater Isolation Valves f The components of the isolation valves which constitute parts of the containment pressure boundary are the body, bonnet (cover), disc or poppet (as applicable) and bolting which joins pressure boundary parts. i j Main Steam Isolation Valve The body was made of A216, WCB, 1 925" thick. No Cv testing was done. The heat treatments applied to the valve body included a normalize from 17000F, followed by tempering operations at [ 1320-13400F, 1245-12600F, 11500F, and 11500F. A concern that the 1320-13400F temper was in the l alpha plus gamma phase range assigned a measure of uncertainty to the characteristics of the heat treated material. The uncertainty was resolved by Quaker Alloy Casting Company, Myerstown, PA, the body casting vendor, who per-formed a metallographic examination of A216WCB material which was normalized at 17000F for 8 hours, air cooled, tempered at 13700F for 8 hours, air cooled, stress relieved at 13500F for 8 hours, and air cooled. The examination was i performed at the request of Pennsylvania Power and Light (Susquehanna), who also applied castings from Quaker Allow in their MSIV bodies for which the same uncertainties existed. The microstructure developed by the heat treatment was identifiable as that of normalized material when compared to A216WCB microstructures shown as Figures 597 and 598, ASM Handbook, 8th Edition, Volume 7, Page 75 The heat treatment given the Fermi 2 material is metallurgically comparable to that material examined by Quaker Alloy. a l I l t ~. -.

Kintner August 2, 1982 EF2 - 58,941 Page 6 On this basis, given that the material is identified as normalized and tempered, it is estimated from NUREG-0577, Table 4.4 and Figure B.2 data that its NDT should be between the +350F NDT assigned to 21" - 5" material and the +100F (NDT +1 3a) NDT of 1" material. On this basis, it is estimated that the design 650F LSMT will be consistent with Summer 1977 Addenda Class 2 rules. The bonnet (cover) was made of SA105 Grade 2 material, 5 11/32" thick, normalized. NUREG-0577, Table 4.4, would assign a (NDT+1 3<) NDT of -50F to the material. Summer 1977 Addenda Class 2 rules would assign a LSMT of approximately +520F to this component which is adequate with respect to the LSMT to be experienced at Fermi 2. The poppet was also made of SA105 Grade 2 material, 5 7/8" thick, and normalized. NUREG-0577 Table u.4 would assign a (NDT+1 3<) NDT of -5 F to the material. Summer 1977 Addenda Class 2 rules would assign a LSMT of +57 F. As stated before, this is adequate with respect to the LSMT to be experienced at Fermi 2. The applicable certifications for the materials in a MSIV are included as Appendix N. The bolting for the valve was made of SA193, Grade B7 and the nuts were SA194, Grade 2H. These materials are categorized by NUREG-0577 as having the least susceptibility to brittle frac-ture. Main Feedwater Check Valve (V12-2001) The entire feedwater check valve was made of SA352 Grade LCB material. The body, bonnet, and disc were each quenched and tempered, then Cv tested at -200F to MLE criteria consistent with Summer 1977 Addenda Class 2 rules. The impact test results are included in Table I and cer-tifications are included in Appendix 0. The bolting was SA193 B7, and the nuts SA194 2H. Material certification for the 2H nuts is included in Appendix 0.

Mr. L. L. Kintner August 2, 1982 EF2 - 58,941 Page 7 High Pressure Coolant Injection Valve (V8-2194) The high pressure coolant injection valve body was made of SA352, LCB, 1}" thick. It was nor-malized, then quenched and tempered. Charpy tests at -200 were performed. The results are shown on Table I and applicable certifications are included as Appendix P. These results correlate with criteria consistent with Summer 1977 Addenda Class 2 rules. The bonnet was made of SA350, Grade LF1, 2 3/16" thick. It was heated to 16500F, oil quenched, and tempered at 12000F. The Cv results at -200F are shown in Table I and the applicable cer-tification is attached in Appendix P. The results correlate to MLE criteria consistent with Summer 1977 Addenda Class 2 rules. Heat treat charts are also included in Appendix P. The wedge for the injection valve was made of SA352, LCB, ll" thick, normalized, quenched and tempered. The Cv results at -200F are shown in Table I and the applicable certification are in Appendix P. These results correlate with cri-teria consistent with Summer 1977 Addenda Class 2 rules. Appropriate certifications that the bolting is SA193 B7 and the nuts are SA194 Grade 7 are included as Appendix Q. Should you have any questions regarding any of the above, please contact L. E.
