Dear Mr. Chappell:

At the request of the Nuclear Regulatory Commission (NRC), the Federal Highway Administration (FHWA) has reviewed the highway and temporary bridge analysis for the movement of the four irradiated steam generators.

As we previously discussed, the FHWA did not review the roadway section over the earth dam for stability.

We believe the NRC is more qualified to conduct the dam stability analysis.

Our review of the highway and temporary bridge safety for this move includes your decision to have an initial trial run with a weight approximately 10 percent in excess of the actual generator weight.

We and our Massachusetts Division Office, in participation with State bridge and geotechnical engineers, have reviewed your submission and believe sufficient preparations have been made to ensure the safe transport of the steam generators over the temporary bridge and highway section.

If the NRC analysis of the earth dam indicates it is stable enough to handle this movement, we would recommend you approve this movement plan.
