SUBJECT: INSPECTION REPORT NO. 50-213/93-15

This refers to the safety inspection conducted by Messrs. P. Drysdale and M. Buckley of this

office on July 26 - 30,1993, at Haddam, Connecticut, and on August 2 - 13 and

October 18, 1993, at the NRC Region I office in King of Prussia, Pennsylvania. The results

,

of this inspection were discussed with Mr. J. Stetz of your staff at the conclusion of the

,

onsite inspection. Additional clarifications were provided to the inspectors subsequent to the

a

inspection. The findings from these additional reviews were discussed with you dering a

telephone discussion on October 28,1993.

Areas important to public health and safety were examined during this inspection and are

,

described in the 'NRC Region I inspection report 'which is enclosed with this letter.- Within

l

these areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel and observations by the inspectors. The

inspectio.n focused on your Motor-Operated Valve (MOV) program and the implementation

of program enhancements developed in response to previous NRC inspections in this area.

The NRC uses program implementation inspections to confirm continued progress towards

the scheduled program completion date and to assure satisfactory implementation of your

!

commitments and regulatory requirements. With the exception of the unresolved item

j

discussed in paragraph 3.1 of the enclosed report, our inspectors found your progress toward

i

the MOV program implementation to be satisfactory.

No response to this letter is required. Your cooperation with us in this matter is appreciated.
