WALNUT CREEK, CAUFORNIA 94596-5368 Dociet No. 50-344 gg Portland General Electric Company 121 S.W. Salmon Street Portland, Oregon 97024 Attention: Mr. James E. Cross Vice President and Chief Nuclear Officer

SUBJECT:

ACCEPTANCE OF PROPOSED REVISION TO THE TROJAN QUALITY ASSURANCE PROGRAM FOR THE PERMANENTLY SHUT DOWN AND DEFUELED CONDITION i

We have completed our review of the proposed revision to the Trojan QA Program which you resubmitted on September 28, 1993.

Our review of the proposed revision included a discussion between representatives of your QA organization and Mr. W. Wagner of this office on September 22, 1993.

The clarifying information we requested was provided in your submittal as Attachment II, "PGE Response to NRC Comments Regarding Proposed Revision to QA Program."

Our review of the proposed revision of the Trojan QA Program, as submitted by the September 28 letter, has determined that the program continues to meet the requirements of 10 CFR 50, Appendix B; therefore the changes are acceptable.

If there are any changes to other QA commitments existing in docketed correspondence outside of the Safety Analysis Report (SAR) QA program description, you are obligated to notify this office.

Implementing such changes should be based on 10 CFR s0.54(a)(3).

I If you have any questions regarding this matter, please contact W. J. Wagner of my staff at (510) 975-0313.

Sincerely,

[M-hj h i c.--

RECORD NOTES:

W. Wagner discussed the QA Program changes for Packaging of Radioactive Material for Transport (Appendix A) with John Jankovich, QA Section Chief, NMSS/IMTB (Transportation Branch).

Mr. Jankovich had no problems with the proposed changes.

W. Wagner compared Trojan's QAP with Shoreham's NRC approved j

QAP and found the two to be basically the same, i.e. they follow the general QA line in 10 CFR 50 Appendix B.
