Fort St. Vrain Unit No. 1 Early Warning Alert System
Dear Mr. Collins:
As we indicated to you, as a part of our 1982 radiological emergency exercise, we intended to conduct a survey of the residents within the 5-mile EPZ to evaluate the effectiveness of the Early Warning System (EWS). We also received, via your letter of June 22, 1982, a list of problems concerning the tone alert radios that had been identified by FEMA.
With reference to our survey, we are continuing to receive some cards, but only in very small numbers, and we believe we have received almost all of the cards.
The few remaining cards that we may receive will not have any appreciable effect on the survey.
On May 26, 1982 we mailed out 1,096 survey cards to all persons who had received an Early Warning Alert Radio as a result of our distribution efforts in January 1982.
On June 4, 1982, the day after our exercise, we sent these same people a reminder postcard

As of July 13, 1982, we had received 508 survey cards, which represents a response of 46.4?;. The following is a general breakdown of the E08 responses:
294 Were at home and did receive the alert.
179 Were not at home but radio works fine.
35 Reviewed because of indicated radio problems.
508 The survey cards in the category of "at home and heard the alert" and "not at home but radio is fine",
represented 93.1?; of the survey cards returned.

Of the'35 indicated problems, 15 radios were replaced and the balance of the problems included radios on the wrong channel, squelch button off, antenna down, radio unplugged and various similar operating problems. We still have a few people of the 35 that we have attempted to contact on several occasions, but have not been successful to date. Continued efforts are being made to contact these people.
Based on our survey only, 15 radios out of 508 were found to have problems to the extent that a replacement was made, which indicates that 97% of the system was operable.
In general, we feel that the survey was successful, and we believe on a statistical basis that the results indicate sati sfacto ry performente of the tone alert system in meeting the intent of an early warning system.
With reference to the list of problems identified by FEMA, we have resolved 12 of the 15 problem areas as summarized in Attachment 1.
We are continuing with our efforts to resolve the three (3) remaining problems.
We will provide further information on these remaining problem areas as soon as we are able to make contact and resolve the problems.
