Dear Ms. Johnson:

I am writing in response to your letter of August 6,1980, to President Carter regarding your suggestion for evacuation notification at nuclear power plants.

The portion of your letter relating to national defense has been referred to the Department of Defense for response.

The NRC/ Federal Emergency Management Agency (FEMA) Steering Committee has de-(

veloped criteria to upgrade all emergency plans.

NRC and FEMA recognize that the responsibility for activating the prompt notification system required be-longs to state and local governments. They also recognize that the responsi-bility for assuring that the means exist for assuring that such a system is in place rests with the facility licensee. The state / local emergency plans Gre reviewed initially by the FEMA staff for adequacy, and their findings and determinations are then reviewed by the NRC staff for integration with the li-censee's emergency plans and to determine overall emergency preparedness, in-cluding evacuation effectiveness. The emergency plan must include a system for advising the public of the conditions of any nuclear accident. The initial notification system must assure direct coverage of essentially 100% of the population within 5 miles of the site within 15 minutes after the decision to notify. Special arrangements must also be made to assure 100% coverage within 45 minutes of the population within 10 miles of the site. This requirement for 45 minutes notification includes the handicapped, infirm, nursing home patients, etc.

I appreciate your suggestion; however, licensee emergency plans as described above do provide for prompt public notification if evacuation becomes necessary.

I appreciate your concerns and assure you that every effort is being made to ensure the continued protection of the health and safety of the public, not only at Three Mile Island, but also at all nuclear power plants.
