Docket No. 50-336 Board Notification 93-13 MEMORANDUM FOR: Atomic Safety and Licensing Board and All Parties FROM: John F. Stolz, Director Project Directorate I-4 Division of Reactor Projects - I/II Office of Nuclear Reactor Regulation

SUBJECT:

NEW INFORMATION POTENTIALLY RELEVANT AND MATERIAL TO THE LICENSING BOARD PROCEEDINGS IN THE MATTER OF NORTHEAST NUCLEAR ENERGY COMPANY (MILLSTONE NUCLEAR POWER STATIO9, UNIT N0. 2),

DOCKET NO. 50-336-OLA, (ASLBP NO. 92-665-02-OLA),

(SPENT FUEL POOL DESIGN)

In conformance with the Commission's policy on notification of the Licensing Boards of new, relevant, and material information, this memorandum calls attention to the information presented below.

The staff of Northeast Nuclear Energy Company (NNECO) has informed us of their intention to submit an application for an amendment to their license pertaining to a proposed spent fuel pool storage capacity expansion for the Millstone Nuclear Power Station, Unit No. 2. The proposed amendment would remove the devices that block the capability of storing spent fuel in every fourth storage cell in Region C to allow the storage of spent fuel assemblies in these storage cells. To compensate for the additional activity and to maintain a k effective of less than .95, NNEC0 would prepose to place poison rods in each of three control rod guide tubes in every fuel assembly located or to be located within this region. NNEC0 will be discussing the proposed modification at a meeting with the staff on May 20, 1993. Enclosed is the Meeting Notice of the planned meeting. j Subsequent to our discussions with NNEC0's staff we note that the Licensing Board has been notified of NNECO's proposed plans by letter from NNEC0's  !
