THIRD INFORMATION REQUEST OF THE FEDERAL EXECUTIVE AGENCIES COMES NOW the Secretary of Defense, through duly authorized counsel and on behalf of the consumer interests of the United States Department of Defense and All Other Executive Agencies of the Federal Government, and hereby requests the applicant, Jersey Central Pcwer and Light Company to provide the following infor=ation no later than two weeks following receipt of this request.
1.
Provide a computation for AFUDC for each month of 1950, based on Financial Accounting Standard ::o. 34.
2.
Provide an analysis of the S19.176M allowance for Borrowed Funds credit shown on page 3A2 of the Sudget book.
3.
Provide an analysis of the deferred energy account, for the year 1980 based en the LEAC Decision in Docket No. 307-488.
(Show the beginning balance, debits and credits, based on the Decision in the present LEAC Case, Docket No. 807-488.)
4.
Provide a copy of Mr. Baldassari's workpapers.
5.
Provide a worksheet computation to show how you determined the number of years and the amortication rate to amortice gain en reacquired debt.
6.
Provide a breakdown of the S225.0M investment for Forked River.
a.
Show investment to date plus estinated investment to December 31, 1950.
b.
Show amount of AFUDC accruals to date, plus estimated accruals to December 31, 1980.
c.
For b. above, show the AFUDC accrual distributed to:
(1) Net of tax accruals.
(2) Gross rate accruals.
7.
Provide workpapers to show how the AFUDC accrual rate was derived.

Provide a statement as to the period of time used to amortice loss on abandoned property for Mt. Ilope and Tocks Island.
9.
Provide an analysis of fuel costs expenses, based on the Decision in Docket :;o. 307-433.

/ene in the current rate proceeding.
The Ccmpany objects to the intervention of an
" a s s oci a t lo r." or "ad hoc group" of unnamed customers.
Jersey Cenecal recognizes the right of its individual ratepayers to intervene in a late case to the extent that such rights and interests are not adequately represented by the Public Advocate or any other party.
However, Jersey Central does not recognize the right of an association of ratepayers to intervene.
The mere fact that one of the Company's industrial customers, namely, Thatcher Glass Manufacturing Company, is a rember of such associa-tion adds nothing to its atanding to inte rvene in this proceeding.
I The Company would have no objection to the intervention of Thatcher Glass ':anufacturing Company.

This is in reference to the letter dated July IS, 19S0 frem Mr.

- Preis, JCP&L, reference clarification of the Eoard's interim order dated May 13, 1980 in the above referenced matter.
'tr. Preis in this letter r~;uested clarification of the Ecard's order concerning the level of constructicn werk in progress (C'JIP) to be included in JCP5L's rate base.
The amount of C'il? to be included in rate base is an issue to be deter =ined in the general rate increase case.
An advisory opinien bv rhc Scard at this time, without the benefit of a full and impartial adversor tearing would be inappropriate and might have the effect of foreciosing an issue which is appropriately addressed in the general rate increase proceedi:.;;.
It is the position of the FEA that the interic order of May 13, 1950 should be allowed to speak for itself.
- o "clarificatien" or advisory opinion should be provided.
This matter can and should be litigated during the proceedings cencerning the general rate increase.
A copy of this letter has been served on all parties in accordance with the attached service list.
