RERs are designed to assure that-safeguards : required by NRC's regulations, as-implemented by licensees, provide the. intended-level of p.rotection.without compromising. safety of eserations. These reviews' complement NRC'silicensing_
and regional inspection functions..During 1ts on-sitelreview,:the team tests:
and compares the existing safeguards relative to-NRC's regulatorys design. basis l
threat. LAt the:same time, a team engineertlooks at alternative-combinations of plant systems:needing protection against'_ sabotage to! assure the. capability for safe-shutdown of'the facility. The:RER team-includes.NRC reactori safeguards specialists and at laast two U.S L ArmyJSpecial; Forces ; personnel.

l-After the RER team's entrance briefing,-the RER team takes a general' orientation tour' of the protected area perimeter. - The purpose of this
't orientation tour is to observe the surrounding terrain,,the intrusion
- detection system-and isolation zones, physical barriers', safety-related water.

Following the orientation tour the team breaks into threel separate subgroups to begin their_ detailed evaluations. The last day of the review is. reserved for aLbriefing of plant and corporate personnel on the preliminary results of the review.
