Board members no later that December 7,1990. In addition, counsel for the State of New Hampshire and FEMA were requested to appear at the prehearing conference set for December 13, 1990.

The NRC Staff, after consulting with FEMA and the eligible parties, moves this Board for an extension of time for all eligible parties to file the requested memoranda, based on conflicts arising from.the Seabrook biennial exercise on' December 13, 1990, i

FEMA personnel needed to provide information for the requested memoranda and i

FEMA counsel and staff who would attead the prehearing conference are engaged in the-planning, implementation and evaluation' of both the dress rehearsal scheduled for November 28,1990 and tiie full participation exercise scheduled for December 13,.1990.

Thus, they cannot prepare the requested memoranda and are not available on December 13, 1990. In addition, review and write-up of the exercise results will extend through December 17, 1990.

For these reasons, the Staff moves that ths Licensing Board extend the filing date i

for the requested memoranda to January 11,.1991 and reschedule the. prehearing j

L conference to-the week of January 21,1990. L Staff Counsel has contacted counsel for Licensees, the Massachusetts Attorney General and NECNP and 4ach stated'that they i-L do not object to this motion.
