Gentlemen:

This refers to the inspection conducted by Messrs. L. E. Ellershaw, L. D. Gilbert,

W. M. Mctieill, and 1. Barnes of this office during the period October 29 through

November 2, 1990, of activities authorized by NRC Operating License NPF-38 for

Waterford Steam Electric Station,-Unit 3, and to the discussion of our findings

-

with Mr. R. F. Burski and other members of your staff at the conclusion of the

inspection.

Areas' examined during the inspection consisted of review of the quality verification

function, including the audit program and activities of the Independent Safety

Engineering Group, and followup to a 10 CFR Part 21 report and an identified

.

-pressure-transmitter bolting problem. Within these areas, the inspection

'

consisted of selective examination of procedures and representative records,_

interviews with personnel, and observations by the inspectors. The inspection

firdings are documented in the enclosed inspection report.

We have-also examined actions you have taken with regard to a previously

. identified inspection finding. The status of this item is discussed in

paragraph 2.of-the enclosed report.
