Dear Mr.-- Matthews:

By letter dated October 10, 1990, you presented plans for submittal of separate processing site certification reports on a case by case basis as land use circumstances dictate. As we have indicated in the past, we see no reason why concurrence in completion can not be performed in two phases.

Furthermore, your plans for such reports indicate that they will include the necessary radiological data and information regarding the legal restrictions related to future groundwater restoration as specified ir. NRC's letter to you, dated 1

March 27, 1990.

Therefore, the NRC staff agrees with your proposed plans for separate processing site completion concurrence when site circumstances are-r appropriate.
