Dear Dr. Matson:

During the meeting of December 13, 1978, with Mr. Denton, members of his staff and representatives of applicants with construction permits who have not yet subnitted operating license applications, the NRC Staff requested suggestions as to how to improve the operating license review process. The purpose of this letter is to bring to your attention a particular matter relative to the SNUPPS FSAR.

The SNUPPS Utilities plan to submit the standardized portion of the FSAR in October 1979, approxicately 30 months prior to the scheduled fuel load date for the lead SNUPPS plant, Callaway Unit 1. The Site Addendum for the Callaway Plant will be submitted at the same tire.

The Site Addendum for Wolf Creek Generating Station is schedaled to be submitted in January 1950.

The most significant changes from the design described in the PSAR are asscciated witn fire protecticn. The revised design, reflecting the requirements of Appendix A to Sranch Technical Position 9.5-1, for the standardized portions of the SNUPPS plants was submitted to tne Nuclear Regulatory Commission on May 3,1973 in response to NRC recuest.

Information on the site specific aspects was submitted by each applicant in parallel. It is understood that the Staff has not yet initiated review of these suomittals.

.submittals, particularly Enclosure 1 which provides responses to ques-tions and positions of the fiRC letter of I!ovember 3,1977 and Appendix 9.5A which provides a comparison of the SilVPPS design with Appendix A to Branch Technical Position 9.5-1. The sections of the FSAR applicable to the standard plant and site specific aspects of Callaway and Wolf Creek are currently being prepared. Construction activities at Cal-laway Unit 1 and Wolf Creek are proceeding on the design basis described in the submittals identified above.

The StiUPPS applicants request the opportunity to meet with the NRC at the earliest opportunity to determine the acceptability of the de-sign features of the SNUPPS standard plant and Callaway and Wolf Creek site relative to the Nuclear Regulatory Commission's fire protection design criteria.
