This refers to the special safety inspection conducted by Messrs. M. J. Kopp
and G. M. Hausman of this office on October 15 through November 5, 1990, of
activities at the Davis Besse Nuclear Power Station, authorized by NRC
Operating License No. NPF 3, and to the discussion of our findings with
Mr. G. Honma and others of your staff .st the conclusion of the inspection.
The purpose of this inspection was to foilow up unresolved items previously
identified in Inspection Reports No. 50 34C/82004(DRS), No. 50 346/86024(DRS)

and No. 50 346/88038(DRS) relative to environme.*al qualification (EQ) issues
and the implementation of commitments pertaining to Regulatory Guide (RG) 1.97.
The enclosed copy of our inspection report identifica
examined during

the inspection. Within these areas, the im;,ection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.

No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
