Gentlemen:

This refers to the inspection conducted by Messrs. B. Murray and J. B. Nicholas

of this office and M. M. Mendonca of the Office of Nuclear Reactor Regulation,

during the period September 24-28, 1990, of activities authorized by NRC

Operating Licenses R-25 and R-126 for the University of Utah's AGN-201 and

TRIGA reactors, respectively, and to the discuasion of our findings with you  !

and other members of the university staff at the conclusion of the inspection.

Areas examined during the inspection included reactor operations, radiological

controls, emergency preparedness, nuclear _ materials safeguards, and physical

security programs associated with the university reactor facility. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

inspectors. The inspection findings are documented in the enclosed inspection

report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. However, in accordance with 10 CFR Part 2

Appendix C,Section V.A. of the NRC's Enforcement Policy, no citation is being

,

issued for the violation described in paragraph 14 of the enclosed inspection

l report. No deviations were identified.

We have also examined actions you have taken with regard to previously <

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed inspection report.

There are a number of open items listed in paragraph 3 of the enclosed

l

inspection report that identify commitments made by you and your staff that

will be review 3d at a future time by NRC inspectors.
