It is significant to note that more th m i
850 NRC commitments have been completed at SQN since Unit 2 was restarted in May 1988. A significant expenditure of_ resources was dedicated to the completion of postrestart commitments principally during the Unit 2 Cycle 3 and Units 1 and 2 Cycle 4 refueling outages-and the majority of postrestart commitments are now complete.
As. detailed-in Enclosure 1, 11 commitments that were made to justify the restart of Units 1 and 2 are not yet complete.
For 3 of these items, expected completion-dates are later than the. original-forecasted completion date; however, in each case, significant progress has been made. Specific completion dates for 5 of the_11 remainir.g commitments l
were not originally provided to NRC, i.e., they were identified as postrestart l-activities. Completion efforts for these items have been scheduled consistent with the integration of overall objectives and are ongoing as indicated..
With regard to site implementation of the TVA welding program, TVA remains confident of achieving the current January 2, 1991, site implementation date as described in Enclosure 2.
Although delays 'have been encountered during. the '
implementation, significant progress has been achieved.
Corporate standards have been issued to implement a consclidated welding program.. Site procedures have been drafted to comply with the' corporate standards and will be issued:by.

e U.S. Nuclear Regulatory Commission g gg g the large volume of comments received during the corporate standard review and additional revision of the standards to address all of the attributes of the welding program included in Standard 3.1.7, Revision 0, " Control of Special Processes." These delays were resolved as' expeditiously as practical, and current commitment dates on the welding program will be achieved.
e TVA is aware of.the importance of timeliness in implementing all NRC-commitments and is sensitive to the significance of those commitments made to justify the restart of the SQN units.
Processes are currently in place to ensure the appropriate. allocation of resources to achieve timely commitment implementation as is consistent with safe and reliable operation.
These

processes are generally successful, as-can be evidenced by TVA's overall commitment completion performance.
However, on occasion, emergent. issues or unforeseen problems may prevent the implementation of a commitment as originally scheduled.
Please be assured that commitment implementation schedules are never shif ted arbitrarily and receive careful management review before rescheduling, and that every commitment is treated with-regard to timely completion. TVA will continue to strive for excellenet commitment performance.

SUMMARY
OF THE IMPLEMENTATION STATUS AT SQN FOR THE TVA HELDING PROGRAM TVA remains confident that the current commitment dates concerning the welding l
program will be achieved.
The following summarizes the implementation of the welding program commitments with an explanation of the delays experienced.
TVA originally committed to consolidate the welding project into a corporate standard by January 15, 1990, and issue site implementing procedures within 90 days af ter issuing the corporate standard, as required by TVA's corporate nuclear standards program.
As stated in a letter from M. J. Ray to NRC dated January 12, 1990, issuing the corporate standard was delayed because of the large volume of comments f rom organizations within TVA. The commitment to.
Issue the corporate standard was changed to March 30, 1990, with the site standards to be issued 90 days thereafter. Corporate Standards 7.1.7, Revision 0, " Qualification and Certification of Nuclear Power Personnel Performing Welding,' Brazing, and Soldering"; 3.1.7, Revision 0, " Control of Special Processes"; 10.3.10, Revision 0, " Controlling Welding, Brazing, and Soldering Processes"; and 10.3.11, Revision 0, " Controlling Welding, Brazing, and Soldering bhterials," were issued by the March 30, 1990, commitment date.
The site implementing procedures were to be completed by June 29, 1990.
In a letter f rom M. O. Medford to NRC dated July 2,1990, this commitment date was extended to January 2, 1991. Standard 3.1.7, Revision 0, identified 131 attributes of the welding program.
During the review for, site implementation, it was determined that Standard 7.1.7, Revision 0; Standard 10.3.10, Revision 0; and Standard 10.3.11, Revision 0, only addressed approximately 50 percent of these attributes. Therefore, these corporate standards required revision prior to issuing the site procedures.
The corporate standards were revised and issued on August 27,-1990..
Standard 7.1.7 was renumbered to be Standard 10.3.12.
Subsequent issuance of the site implementing' procedures was delayed by Unit 2 Cycle 4 refueling outage activities; however, the effort as scheduled will be completed by January 2, 1991.
The final commitment regarding the welding program ~ involves an effectiveness evaluation that is to be conducted six months after implementaU on cf the site procedures. A preliminary plan for this evaluation has already been initiated. The preliminary plan currently indicates that the effectiveness evaluation will te completed in a two-month period.
Based on the above described status for remaining welding program commitments.
TVA is confident that the current commitment dates will be met.
